The Government Inspectorate has just issued a notice of the inspection conclusion on preventing and combating waste in the management and use of houses and land facilities managed by state agencies, organizations, and enterprises in Ninh Binh province.
After pointing out many limitations, shortcomings, and violations, the Government Inspectorate requested the Ninh Binh Provincial People's Committee to urgently inspect and review the management and use of houses and land facilities in the area after the merger to promptly advise and propose handling plans for houses and land facilities that are not used, have no need for use or use ineffectively, do not achieve goals, and are at risk of causing waste of house and land funds;
Organize or direct specialized inspection agencies and units to review the current status and situation of management and use of public houses and land in the province; promptly detect cases of encroachment, occupation, lease, lending not in accordance with regulations, misuse and other violations in the management and use of houses and land to handle according to their authority or propose competent authorities to handle according to regulations.
The Provincial People's Committee summarizes, proposes handling plans and reports to the Ministry of Finance on difficulties, obstacles, and shortcomings related to land rent and late payment interest according to the notice of the tax authority for public non-business units switching from the form of land allocation without land use fees to the form of land lease and being exempted from land rent to have definitive handling measures in accordance with regulations.
Notably, for specific houses and land that have been inspected, the Government Inspectorate requested the Ninh Binh Provincial People's Committee to urgently have an effective use plan for an area of about 1,000 m2 that has been decided to recover land for site clearance at the address of Ao Area and 13 households (recovering land for site clearance) belonging to the expanded construction project, address at No. 1A, Tuc Mac street, Nam Dinh ward, Ninh Binh province, but so far 11 households are still using and an area of 7, 914.4 m2 of land has been temporarily allocated but has not been put into use; implement management measures for the land area that has been cleared but is re-encroached upon in the area of building the Center for Application of Scientific and Technological Progress; direct agencies and units managing and using houses and land to prepare inventory dossiers, assess the current status, complete legal procedures to handle and register public assets and determine the value of land use rights to be included in the value of assets of the unit.
Take measures to rectify and properly implement the provisions of law on the management and use of public assets, including houses and land, handle violations according to their authority or direct competent agencies to handle violations detected through inspections in the management and use of houses and land... according to the provisions of law; report the results of the implementation of the Inspection Conclusion to the Prime Minister and the Government Inspectorate according to the provisions of the Law on Inspection" - The Government Inspectorate proposed to the Ninh Binh Provincial People's Committee.
