On January 30, Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and key projects of the transport sector (GTVT), chaired the 23rd meeting of the Steering Committee.
Concluding the meeting, the Prime Minister requested key leaders at all levels to promote responsibility, strengthen review, inspection, urging, and direction of key and priority plans and projects on progress, quality, site clearance, construction materials, prices, prevention and combat of waste and negativity, early detection, early adjustment from the beginning with implementation not to let small violations accumulate into major shortcomings.
Regarding site clearance, the head, especially the Party Secretary, must get involved, focus on leadership and close direction.
The selection of investors, bidding, auctions, and direct appointment of contractors must ensure that they are done in accordance with the law, "right and winning", ensuring efficiency; resolutely do not divide contract packages into smaller packages, avoid bidding for sale, joint bidding, "green army, red army"; do not let corruption and negativity occur.
For expressways, it is necessary to prioritize contractor selection for reputable corporations and businesses that have done well in completed expressway projects. The Prime Minister reminded Can Tho City to learn from experience to deploy the work in the area of the Chau Doc - Can Tho - Soc Trang expressway project faster.
The Ministry of Construction, together with the Government Inspectorate and the Ministry of Finance, will review projects, conduct inspections, examinations, and audits of projects from the beginning and when abnormal issues or new emerging issues are detected, to prevent negativity and corruption.

By 2030, complete at least 5,000km of expressway
The Ministry of Finance and the Ministry of Construction coordinate to identify key projects of medium-term public investment, ensuring that by 2030, the goal of completing at least 5,000km of roads according to the Resolution of the Party Congress is achieved.
In which, priority is given to route sections in the Mekong Delta so that by the end of 2026, 600km of expressways in the area must be completed, and by 2030, another 600km must be completed.
Prioritize projects in Cao Bang, Tuyen Quang, Lai Chau, and Son La provinces that are still facing difficulties, and continue to find the shortest points to invest in building highways from the plains to these areas.
At the same time, prioritize completing the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway and connecting routes with Laos such as Vinh - Thanh Thuy, My Thuy - La Lay routes; Central Highlands connecting projects.
Regarding the investment in construction and expansion of Long Thanh, Ca Mau, Quang Tri, Gia Binh, Phu Cat, Phu Quoc, Con Dao airports..., the Prime Minister directed relevant ministries and sectors to focus on directing and leading drastically and actively; actively inspect and examine, "whoever is wrong must be handled", but not to affect projects; and at the same time actively expand in scale and routes. Son La province continues to study and restore Na San airport.
The Prime Minister also noted the rapid deployment of transport projects connecting seaports, airports, especially Long Thanh airport, and the road connecting Gia Binh airport with Hanoi.
Regarding the issue of raw materials, the Prime Minister requested An Giang province to continue to study and expand the maximum exploitation of local mines to supply the Mekong Delta, and localities with conventional raw material mines (sand, stone, gravel...) to proactively coordinate with other localities, contractors, and investors to meet the requirements for projects.
