On January 29, in Hanoi, Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Commendation Council chaired the 17th meeting of the Council for the 2021-2026 term.
Speaking at the meeting, the Prime Minister said that in response to the action spirit of the 14th Party Congress and immediately implementing the Congress Resolution, with the motto "do what you do, do it to the end, take efficiency as a measure", the Central Emulation and Commendation Council immediately deployed emulation and commendation work.
Pointing out 9 major orientations for the emulation and commendation movement in the new period that General Secretary To Lam directed at the 11th National Patriotic Emulation Congress recently, the Prime Minister requested the Standing Agency of the Council to develop an action program for implementation, in which specific assignments are clearly defined for people, tasks, time, results, responsibilities, and authority to implement and complete in February 2026.
With the viewpoint "emulation is planting, reward is harvesting", the Prime Minister directed to continue to organize well the emulation movements (PTTĐ) launched previously, and at the same time launch new PTTĐ suitable to the new context, practically implementing the Resolution of the 14th Party Congress and thematic Resolutions of the Politburo.
PTTĐ must be participated by the entire people and enjoyed by everyone; contributing to "turning the situation, changing the status quo", bringing happiness and prosperity to the people; building a strong, prosperous, humane, peaceful country, firmly advancing towards socialism.
In particular, the Prime Minister requested PTTĐ to proactively grasp and implement 5 strategies: perfecting strategic institutions; mobilizing strategic resources; investing in strategic infrastructure; developing strategic technology; maintaining strategic balance.
The Prime Minister emphasized the spirit of "4 no's": not wasting a day, not being late for a week, not missing opportunities for a month and not being passive for a year", "saying with doing", "saying less, doing more", "thinking truthfully, speaking truthfully, doing truthfully, being truly effective", "no formality, no flashiness, no boastfulness".
Agreeing with the launch of the PTTĐ "Innovation and creativity, science and technology development, digital transformation, green transformation", the Prime Minister requested to study and develop a plan to launch PTTĐs: "Developing the private economy and promoting the role of the State economy," "Building safe and happy communes, wards, special zones, without drugs, without crime"...
The Prime Minister reminded that the launching and organization of PTTĐ in the new period must be associated with specific content and criteria, appropriate and practical forms, creating a strong change in awareness and actions of Party committees, authorities and people from all levels.
Thereby creating motivation and inspiring the entire nation to participate in emulation, actively develop science and technology, innovation, and double - green and digital transformation.
Fundamentally and comprehensively innovate the management and administration activities of state management agencies, production and business activities of enterprises, and living and working methods of people.
Pointing out the scale, scope, stature, goals, viewpoints, solutions, time... of launching the PTTĐ "Innovation and creativity, science and technology development, digital transformation, green transformation", the Prime Minister requested Party committees and authorities at all levels, especially heads, to be pioneers in improving digital capacity, promoting innovation and creativity in localities and agencies; as well as directing the organization of PTTĐ implementation.
