An important turning point in the career of nation building
According to the Central Propaganda Department, based on the assessment of the country's situation and through the process of research and testing, the 6th Party Congress (December 1986) put forward a comprehensive national renovation policy, opening an important turning point in the cause of building socialism in our country.
In the context of the collapse of the socialist model in the Soviet Union and Eastern Europe, the world socialist system temporarily falling into recession, the 7th Party Congress (June 1991) affirmed to continue synchronous and thorough innovation in all fields with appropriate steps and methods and maintain the socialist orientation.
The Congress adopted the Platform for national construction in the transitional period to socialism, determined the viewpoints and directions for national development, and affirmed Marxism-Leninism and Ho Chi Minh thought as the ideological foundation and guideline for the Party's actions.
The Party's resolutions from the 8th Congress to the present continue to affirm the steadfastness and persistence in implementing the policy of national renewal and international integration. The system of theoretical viewpoints on the renewal process, Marxism-Leninism, Ho Chi Minh Thought, and Party building and rectification in the new situation has been constantly supplemented and developed.
According to Dr. Le Trung Kien (Ho Chi Minh Institute and Party Leaders, Ho Chi Minh National Academy of Politics), the Communist Party of Vietnam has gradually perfected and comprehensively concretized the orientations of innovation and development, clearly identifying the focus in each stage.
The Party Central Committee has issued many resolutions on important issues; led the National Assembly to continuously supplement, perfect and institutionalize the Constitution and the legal system, creating an increasingly synchronous and suitable legal basis for the innovation process; led the Government to concretize into mechanisms, policies and solutions for managing and administering national development and protecting the socialist Vietnamese Fatherland.
Nearly 35 years of implementing the Platform for National Construction in the Transitional Period to Socialism (1991) and 40 years of implementing the Doi Moi policy initiated and led by our Party; with the will of independence, self-reliance, self-reliance, and the aspiration to build and develop the country, the entire Party, people, and army are determined to build a prosperous, democratic, equitable, and civilized Vietnam, where the people have a prosperous and happy life.
Affirming that the Party's innovation policy is correct and creative
Analyzing the changes of the country over the past 40 years, Mr. Nguyen Tuc - Chairman of the Advisory Council on Culture - Society, Central Committee of the Vietnam Fatherland Front - said that from a poor, backward, low-level, besieged and embargoed country, our country has now become a developing country with average income, deeply and widely integrated into world politics, the global economy, human civilization, and taking on many international responsibilities. Independence, sovereignty, unity and territorial integrity are maintained, national interests are guaranteed.
Citing statistics, Mr. Tuc said that currently, the scale of our country's economy has increased 96 times compared to 1986, entering the Top 40 leading economies, with a trade scale in the Top 20 countries in the world.
Vietnam is an important link in 16 Free Trade Agreements (FTAs) connecting 60 key economies in the region.
Regarding diplomatic relations, Vietnam has established diplomatic relations with 194 countries and territories around the world, and has strategic partnerships and comprehensive partnerships with 30 countries, including all permanent members of the United Nations Security Council and G7 economies.
People's lives have improved significantly, the poverty rate has decreased sharply, and the Millennium Development Goals have been achieved early. Political, economic, cultural, social, scientific-technological, national defense and security potential has been constantly enhanced; actively contributing to maintaining peace and stability in the region and the world.
“The great and historic achievements in nearly 40 years of implementing the national renovation process led by the Party are the result of a continuous process of efforts and struggles through many terms of the Party, in line with the times and reality of Vietnam. This affirms that the Party's renovation policy is correct and creative; the Party's leadership is the leading factor deciding all victories of the Vietnamese revolution,” Mr. Nguyen Tuc emphasized.
