On October 14, 2025, Decree 263/2025/ND-CP officially took effect, guiding the Law on Science, Technology and Innovation, which sets out new regulations on prioritizing the recruitment of civil servants in science, technology and innovation organizations.
Accordingly, Decree 263/2025/ND-CP clearly stipulates four groups of subjects that will be prioritized for recruitment to civil servants in the fields of science, technology and innovation.
These subjects all have outstanding potential and make important contributions to the development of science and technology in the country.
Individuals working in the fields of science, technology and innovation
One of the notable points of the decree is the regulation on recruitment of individuals working in the fields of science, technology and innovation.
Specifically, these individuals will be recruited as civil servants without having to undergo a probationary regime, as long as they meet the requirements for job title and position.
Talented young scientist
Priority is given to recruiting civil servants and talented young scientists who are Vietnamese citizens under the age of 35, have a doctorate degree and are working in the fields of science, technology and innovation.
According to the decree, talented young scientists need to meet one of the following specific criteria: winning prestigious domestic or international awards, being the main author of at least 05 prestigious international scientific articles, or being the homeroom of national science and technology tasks with good results.
Talented young engineer
According to the decree, talented young engineers are also in the priority group for civil servant recruitment. These engineers must be under 35 years old, have a university degree or higher, and are working in science and technology organizations and enterprises.
They need to achieve at least one of the achievements such as being the homeroom or chief engineer of effective creative research and development projects, or being a protected and practical author, bringing clear socio-economic efficiency.
In addition to being given priority for recruitment, talented young engineers will receive a 150% allowance of their current salary within 5 years from the date of recruitment.
Talent in science, technology and innovation
A special point in the decree is the regulation on talent appointment in public science and technology organizations.
These talents will be considered for appointment to leadership and management positions without having to meet the requirements of working time or position planning, if the organization has a need.
