Two-digit" growth associated with macroeconomic stability and inflation control
On April 2, on behalf of the Central Executive Committee, General Secretary To Lam signed and issued the Conclusion of the second Conference of the 14th Central Executive Committee of the Party on the Plan for socio-economic development, national finance and public debt borrowing and repayment, medium-term public investment for 5 years 2026 - 2030 associated with the implementation of the "double-digit" growth target.
According to the conclusion, entering the period 2026 - 2030, the world situation continues to fluctuate very quickly, strongly, and unpredictably... affecting socio-economic development goals. Based on comprehensive analysis and assessment of advantages and difficulties and with high determination, the Party Central Committee unanimously agreed on the viewpoints, goals, and key tasks and solutions as follows:
Regarding the guiding viewpoint, ensuring the comprehensive and direct leadership and direction of the Party; promoting the constructive development role of the State; supervision and criticism of the Fatherland Front and the efforts, joint efforts, and consensus of the entire political system, business community and each citizen.
Determined to successfully implement the Resolution of the 14th Party Congress, resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat to strive to achieve the "2-digit" growth target associated with macroeconomic stability, inflation control, and ensuring major balances of the economy. Persistently aim for goals, act drastically and effectively; closely assess the situation, and flexibly implement solutions to overcome difficulties in 2026 and break through in the 2027-2030 period.
Promote the synchronous construction of institutional mechanisms to create and develop sustainably, promptly and thoroughly remove bottlenecks; mobilize, unlock and quickly release all resources; develop new production forces. Decentralize and delegate power to the maximum and substance associated with administrative procedure reform, ensure resources, improve implementation capacity, strengthen supervision, inspection, and urging; prevent and combat corruption, wastefulness, and negativity.
Ensuring sustainable balance, national financial safety, and the leading role of the central budget. Implementing effective socio-economic accounting in the allocation, management and use of all resources. Manage public debt uniformly, proactively, safely, and sustainably. Effective public investment, with focus and key points, focusing on key and important national projects, creating large spillover effects, ensuring harmonious development between regions, creating long-term economic growth momentum.
Innovation in governance to implement the "2-digit" economic growth target
Regarding goals and targets, the conclusion clearly states, rapid and sustainable development of the country; striving for average GDP growth to reach 10%/year or more associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; improving and comprehensively enhancing people's lives.
Successfully implement the goal by 2030, to become a developing country with modern industry, high-middle income, belonging to the group of 30 economies with the world's leading GDP scale. Create a modern and sustainable development institution; synchronous infrastructure network; improve the potential, level of science, technology, innovation, digital transformation and human resource quality; strongly and comprehensively develop Vietnamese culture and people; protect the environment, adapt to climate change; a democratic, fair, disciplined, and safe society; national defense and security are guaranteed; Vietnam's position and prestige in the international arena are enhanced.
Regarding tasks and key solutions, the Central Committee requests to continue to implement drastically, synchronously, and effectively the Resolution of the XIV Congress and resolutions and conclusions of the Central Committee, Politburo, and Secretariat; in which, focus on implementing key tasks and solutions.

Unify thinking, awareness, aspirations and actions; innovate management and implementation to achieve the "2-digit" economic growth target;
Focus on perfecting synchronous, modern, and competitive development institutions to create growth breakthroughs;
Converting the growth model; promoting the restructuring of industries and fields; developing business sectors and new economic models;
Promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances, combating economic crises; unlocking and diversifying supply chains and capital channels;
Focus on developing science, technology, innovation and digital transformation;
Building and developing an advanced Vietnamese culture, imbued with national identity, synchronously on the foundation of national value systems, cultural value systems, family value systems and Vietnamese human standards;
Modernize the national education system, improve the quality of training, attract and value talents;
Develop a synchronous and modern infrastructure system; promote urbanization and urban development, regional linkages;
Managing sustainable social development; ensuring social progress and equity, taking care of people's lives;
Manage and use resources effectively, protect the environment, and proactively adapt to climate change;
