I. The Party Central Committee approves the contents of documents and resolutions:
1. Working regulations of the 14th Party Central Committee, Politburo and Secretariat (hereinafter referred to as the 14th Regulations)
The 14th Party Congress Regulations ensure compliance with the Party Charter; Platform for building the country in the transitional period to socialism (supplemented and developed in 2011); Resolution of the 14th National Party Congress; maintain the unified, direct, comprehensive, and absolute leadership role of the Party Central Committee, Politburo, and Secretariat on strategic issues and major and important guidelines, policies, and measures of the country and the Party in all fields and contemporary changes in the world; assignment, decentralization, and authorization associated with power control, strengthening inspection and supervision; unity with the Constitution and laws.
The 14th Regulation clearly defines the responsibilities and powers of the Party Central Committee, the Politburo, the Secretariat, key leaders, and the Standing Committee of the Secretariat; the central role, responsibilities, and powers of the General Secretary, the Standing Committee of the Secretariat, members of the Politburo, members of the Secretariat, members of the Party Central Committee; individualizing personal responsibilities, ensuring that work is resolved within their authority, meeting the requirements of practice.
2. Working program of the 14th Party Central Committee
The program includes important and core issues that the Central Government needs to focus on discussing and making policies to concretize the Resolution and Action Program to implement the Resolution of the 14th Party Congress, especially focusing on implementing 6 key tasks and 3 strategic breakthroughs to meet the requirements of rapid and sustainable development of the country in the period 2026 - 2030, striving to achieve the goal of "double-digit" growth right from the first year of implementing the Resolution of the 14th Party Congress, creating momentum and atmosphere for the following years.
The working program specifically identifies new, core, strategic, and pioneering contents that need to be concretized for national development and stability. In which, attention is paid to some issues of national strategic autonomy; improving national productivity; adapting to population aging; green transformation; issues of building a society of order, discipline, safety, health, civilization, culture, development; adapting to climate change; strategic breakthroughs, key tasks and some other important issues. Annually, based on the specific developments of the situation at home and abroad, the Politburo will consider proposing the Party Central Committee to supplement to the Working Program truly necessary issues (if any).
3. Regulations on the implementation of the Party Charter basically inherit the layout and content of Regulation No. 294-QD/TW, dated May 26, 2025 of the Central Executive Committee on the implementation of the Party Charter; amend and supplement a number of contents directly related to regulations on Party organization, creating a basis for promoting digital transformation and contents that have been practically tested and proven to be correct and agreed upon by the majority need to be included in the regulations of the Central Executive Committee of the Party. Research, filter, absorb, and adjust Regulations on the implementation of the Party Charter to overcome limitations and inadequacies in the process of summarizing the implementation of the Party Charter and on the organization and operation of newly established Party committees at the Central and provincial levels. Update and supplement a number of new and important contents related to the implementation of the Party Charter proposed by the Central Government in the XIII term.
4. Regulations on inspection, supervision and discipline of the Party basically inherit Regulation No. 296-QD/TW, dated May 30, 2025 of the 13th Party Central Committee on inspection, supervision and discipline of the Party; remove some inappropriate contents; supplement new viewpoints, new contents, new regulations of the Central Government and state laws and ensure synchronization and unity with the Resolution of the 14th Party Congress.
5. The Working Regulations of the 14th Central Inspection Committee closely follow the Party Charter and the Party's guidelines and regulations, and the State's laws; implement the direction of General Secretary To Lam on inspection, supervision and disciplinary action of the Party; inherit the Working Regulations of the 13th Central Inspection Committee; supplement new issues arising in practice, ensuring synchronization and consistency with the Party's regulations and the State's laws.
6. Regulations on political and ideological work in the Party are the concretization of the "Four Adhnesses" on politics and ideology: (1) Adhering, applying and creatively developing Marxism-Leninism, Ho Chi Minh's ideology. (2) Adhering to the goal of national independence and socialism. (3) Adhering to the Party's renovation guidelines. (4) Adhering to the Party's organizational and operational principles to build and firmly protect the Socialist Republic of Vietnam.
Regulations institutionalize Party viewpoints into mandatory rules to improve awareness, qualifications, political bravery, working capacity, and ability to respond to changes in the new situation. This regulation is not only to "fight" (prevent degradation) but more importantly to "build". The focus is on ensuring the "going ahead, opening the way" role of political and ideological work, creating solidarity and unity within the Party, consensus in society and consolidating and strengthening the people's trust in the Party, taking the application of science and technology and digital transformation as a breakthrough method in the New Era; shifting from conscious thinking to understanding and drastic action; from management awareness to management, creation, and development; from the state of "management and education" to "opening up and inspiring"; effectively overcoming the situation of saying is not consistent with doing, understanding and grasping the guidelines and policies but not implementing them; creating motivation for officials to dare to think, dare to do, dare to break through for the common good; definitively resolving the situation of "the law is right but making it difficult" which is causing waste of resources.
7. Resolution on innovating and improving the effectiveness of inspection, supervision and Party discipline replacing Resolution No. 14-NQ/TW, dated July 30, 2007, the fifth Conference of the 10th Central Executive Committee of the Party on strengthening the Party's inspection and supervision work, in order to ensure smooth operation of the 3-level government, enhance the role, leadership capacity, ruling power, combat strength of the Party and management, administration, and development capacity of the State with guiding viewpoints, specific goals and tasks and solutions both short-term and long-term.
8. Resolution on continuing to strengthen the Party's leadership over the work of preventing and combating corruption, wastefulness, and negativity in the new period inheriting, supplementing, and developing the viewpoints, policies, and solutions on preventing and combating corruption, wastefulness, and negativity of Resolution No. 3 of the 10th Central Committee on strengthening the Party's leadership over the work of preventing and combating corruption and wastefulness and directives, conclusions, and regulations of the Party on preventing and combating corruption, wastefulness, and negativity since Resolution No. 3 of the 10th Central Committee. The promulgation of the new Resolution affirms the Party's determination to resolutely and persistently fight to prevent and repel corruption, wastefulness, and negativity; develop in parallel with strengthening discipline and order; prevent and combat corruption, wastefulness, and negativity associated with promoting socio-economic development, serving the goal of continuous "double-digit" growth in the coming
The Party Central Committee assigned the Politburo to base on the discussion opinions of the Party Central Committee, the report on receiving and explaining of the Politburo to direct the receipt and completion of the above documents and resolutions for promulgation and organization of implementation.
II. The Party Central Committee voted unanimously to introduce personnel for the first session of the 16th National Assembly to elect key leadership positions of state agencies of the 16th term, term 2026 - 2031 according to regulations.
III. The Party Central Committee agreed with the Politburo's Submission on the organizational structure of the state apparatus and the plan to introduce personnel to hold leadership positions in state agencies of the 16th term, term 2026 - 2031.
The Party Central Committee assigned the Politburo to base on the results of taking opinions from the Central Committee, vote to officially introduce personnel for leadership positions of state agencies of the 16th term, term 2026 - 2031 to carry out procedures to submit to the National Assembly for election or approval according to regulations.
IV. The Party Central Committee additionally elected comrade Nghiem Xuan Thanh, Member of the Party Central Committee, Secretary of the Khanh Hoa Provincial Party Committee to hold the position of Member of the 14th Central Inspection Committee, term 2026 - 2031.
V. The Party Central Committee agreed in principle to transfer Vietnam Television, Voice of Vietnam, Vietnam News Agency, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology as government agencies to be non-business units of the Party Central Committee.
The Party Central Committee assigned the Politburo to direct functional agencies to implement according to regulations, completing before April 1, 2026.
VI. The Party Central Committee agreed in principle to establish Dong Nai city directly under the Central Government.
The Party Central Committee assigned the Politburo to direct the Government Party Committee to base on the Central Government's policy to direct the Government to complete the Project and dossier according to regulations to submit to the First Session of the 16th National Assembly for consideration and decision.
VII. The Party Central Committee gives opinions on the 5-year socio-economic development plan 2026 - 2030; National 5-year financial plan for the period 2026 - 2030; Medium-term public investment plan for the period 2026 - 2030; 5-year public debt borrowing and repayment plan for the period 2026 - 2030.
The Party Central Committee assigned the Politburo to base on the Resolution and Documents of the 14th Party Congress and the discussion opinions of the Party Central Committee, the report on receiving and explaining the Politburo to direct the receipt and completion of the Conclusions of the Party Central Committee for promulgation and implementation; direct the Government Party Committee to base on the Central Committee's conclusions to direct the Government to complete relevant reports to submit to the first session of the 16th National Assembly for consideration and decision.
VIII. The Party Central Committee shall consider and approve the Report on the country's situation in the first quarter of 2026; Specialized report on the world and regional situation and directions for implementing foreign affairs work in the coming time and Report on important tasks that the Politburo has resolved from the first Central Conference to the second Central Conference of the XIV term.
The Party Central Committee called on the entire Party, people, and army to strengthen solidarity, unity, join hands and strive to overcome all difficulties and challenges, determined to successfully implement the Resolution of the Party Congresses at all levels and the Resolution of the 14th National Party Congress.
