The Steering Committee for summarizing the implementation of Resolution 18-NQ/TW of the Government (the Steering Committee of the Government) has just issued Document No. 35/CV-BCDTKNQ18 to ministries, ministerial-level agencies, government agencies; People's Committees of provinces and centrally run cities on completing the plan to arrange and streamline the organizational apparatus.
The Government Steering Committee assigned the Government Office to proactively seek opinions from Government members based on the dossier submitted to the draft Decree regulating the functions, tasks, powers and organizational structure of ministries and branches.
At the same time, urgently synthesize the opinions of Government members so that ministries and branches can receive, explain, complete, and submit to the Government for promulgation according to regulations.
Advise on organizing a Conference to implement the National Assembly's Resolution on the organizational structure of the Government for the 15th National Assembly term and promulgate the Government's Decrees stipulating the functions, tasks, powers and organizational structure of ministries and branches immediately after the closing of the 9th Extraordinary Session of the 15th National Assembly (expected on February 18, 2025).
Regarding the names of ministries, ministerial-level agencies, and government agencies, we accept the Politburo's opinions on the names of some ministries after the merger, specifically as follows:
Keep the name of the Ministry of Finance after merging the Ministry of Planning and Investment with the Ministry of Finance.
Keep the name of the Ministry of Home Affairs after merging the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs.
Keep the name of the Ministry of Construction after merging the Ministry of Transport and the Ministry of Construction.
Keep the name of the Ministry of Science and Technology after merging the Ministry of Information and Communications with the Ministry of Science and Technology.
Retain the name of the Ministry of Culture, Sports and Tourism after taking over the state management function of the press from the Ministry of Information and Communications.
Establish the Ministry of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the state management apparatus on religion from the Ministry of Home Affairs.
Other ministries and branches continue to keep the names as proposed in Report No. 3792-BC/BCSDCP of the Government Party Committee.
They are: Ministry of Agriculture and Environment, Ministry of Foreign Affairs, Ministry of Health, Ministry of Education and Training, Ministry of National Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Government Office, Government Inspectorate, State Bank of Vietnam, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam, Vietnam News Agency.
Accepting the Politburo's opinion on transferring a number of functions, tasks, and organizational structure of a number of ministries, ministerial-level agencies, and government agencies in the direction of transferring the functions, tasks, and organizational structure of state management of the press from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.
Transfer functions, tasks, and organization of the state management apparatus on poverty reduction from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Agriculture and Environment.
It is expected that 3 functional groups and tasks will be transferred to the Ministry of Public Security for management (without increasing the number of units of the Ministry of Public Security).
Accordingly, the functions and tasks of state management of drug addiction treatment and post-drug addiction treatment management and prevention and control of social evils (currently assigned to the Ministry of Labor, War Invalids and Social Affairs); the tasks of state management of criminal records and implementation of public services of issuing criminal records (currently assigned to the Ministry of Justice); the tasks of testing and issuing road motor vehicle driving licenses (currently assigned to the Ministry of Transport).
