On February 10, 2025, the Hanoi People's Committee submitted document No. 19/TTr-UBND to the Standing Committee of the City People's Council on the proposal to develop a Resolution of the City People's Council on additional support policies for cadres, civil servants, public employees and workers in the implementation of the organizational arrangement of the political system under Hanoi under Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government.
On February 11, 2025, the Standing Committee of the City People's Council issued a document approving the policy of developing a resolution of the City People's Council according to a shortened procedure to submit to the February 2025 thematic session of the City People's Council.
On February 18, 2025, the Hanoi People's Council issued Notice No. 27/TB-HDND on the content, time and preparation for the holding of a thematic session (21-th session), in which it is expected to consider this content.
The Government Party Committee has submitted a report to the Politburo on the proposal to expand the scope of regulation and subjects of application of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees and workers in implementing the restructuring of the apparatus of the political system.
According to the Hanoi People's Committee, the Government has drafted a Decree on amending and supplementing Decree No. 178. Therefore, to ensure consistency according to the provisions of law, the Hanoi People's Committee has reported to the Standing Committee of the City People's Council to allow the delay of submitting the Resolution to the next session of the City People's Council.
