On August 11, the Government Office issued Document No. 412/TB-VPCP announcing the conclusion of Politburo member and Prime Minister Pham Minh Chinh at the meeting on assessing the situation, progress, and results of the implementation of the reorganization of the apparatus, administrative units and operation of the 2-level local government organization model from July 1, 2025 to present.
The announcement clearly stated that the recent achievements have affirmed the correctness of the policy of promoting the arrangement of the apparatus and administrative units and building a 2-level government model; building a modern, professional, proactive administration to serve people, organizations and businesses.
In the coming time, the Prime Minister requested ministers, heads of ministerial-level agencies, and heads of agencies under the Government to prioritize the implementation of the following tasks:
Continue to thoroughly grasp and proactively carry out specific tasks assigned in Conclusions and directives of the Politburo, the Secretariat, the Central Steering Committee on summarizing Resolution 18-NQ/TW, the Government Party Committee, the Party Committee Secretary, the Prime Minister on the arrangement and streamlining of the political system associated with the model of local government at two levels.
Promote the completion of technical infrastructure, databases, and online public services on the National Public Service Portal to ensure quality, serve the operations and operations of the Public Administration Service Center in accordance with the goals and requirements in Plan No. 02-KH/BCDTW; quickly fix errors in the information system managed by ministries and branches; complete in August 2025.
At the same time, continue to review and perfect the legal system related to the organization and operation of local governments at both levels, creating a synchronous and unified legal corridor to organize an effective and efficient operating apparatus.
Urgently issue or submit to competent authorities to issue necessary legal documents to fully specify the tasks and powers of local authorities at both levels.
At the same time, unify arising problems, immediately overcome the situation of lack of legal regulations or controversial and unclear legal regulations to remove institutional bottlenecks and inadequacies in accordance with the direction of the Politburo, the Secretariat, the Government, and the Prime Minister; complete in August 2025.
Ministries and branches coordinate with localities to continue perfecting the organizational structure in administrative units after the reorganization; urge People's Committees at all levels to urgently issue specific regulations on the functions, tasks, and organizational structure of specialized agencies under the People's Committees at the provincial and commune levels according to the new model, ensuring people and work clearly, without overlap or omission of functions and tasks.
Ministries and ministerial-level agencies have increased the sending of working groups to localities to grasp the situation of government operations at all levels, especially at the commune level, to promptly guide and remove obstacles and difficulties in the operation of grassroots government; implemented in August 2025.
Urgently deploy a plan to train and improve the capacity of cadres, civil servants and public employees at all levels through many forms to improve professional knowledge, administrative management, skills in applying technology and information.
Issue regulations on criteria, technical standards, and staffing norms in sectors and fields according to legal regulations (if any) as a basis for the arrangement and assignment of cadres, civil servants, and public employees; implement in August 2025.
