On the morning of August 9, the Ministry of Home Affairs held a national online conference to train professional skills and skills for commune-level cadres, civil servants and public employees in the field of state management of the Home Affairs sector.
Speaking at the opening of the conference, Minister of Home Affairs Pham Thi Thanh Tra generalized that the team of cadres, civil servants, and public employees of the entire political system have been carrying the responsibility and glorious mission, but also full of difficulties and challenges.
From the above practice, the Minister requested that each person must change their awareness, thinking, and daily work to fulfill the responsibilities of cadres, civil servants, and public employees of the civil service.
Regarding the implementation of regimes and policies according to Decree 178, Decree 67, the Minister thoroughly grasped and tried to complete the settlement before the deadline of August 31. At this time, all levels are actively reviewing to focus on improving the quality of the team.
"It is necessary to use all existing policies on recruitment, trying to gradually improve the quality of the team of commune-level cadres and civil servants. This is an important task, but not to create anxiety, because there is still time for training, fostering, and coaching so that the current team can meet the requirements of the job" - the Minister emphasized.
Regarding the organization of the apparatus, the Ministry of Home Affairs will advise competent authorities to adjust personnel to suit the population size, natural area, according to decentralization, delegation of authority, authority determination and other necessary criteria.
Regarding the establishment of the payroll framework, the Minister of Information will assign the total payroll to localities based on population size, natural area, authority, decentralization level, delegation of authority as well as consider functions, tasks, economic scale and specific factors.
"From there, the Ministry of Home Affairs will calculate to assign the overall payroll of localities. In reality, some communes and wards may need hundreds of cadres and civil servants, but there are also localities with only about 30 cadres and civil servants, which is enough, such as communes that do not maintain reorganization or small special zones" - the Minister stated the direction of staffing arrangement.
Actively assessing the operation of Public Administration Service Centers in the new apparatus, the Minister also reminded to continue improving infrastructure, staff and civil servants to study and research to promptly resolve administrative procedures.
Because the workload is very large and requires high demand, the Minister encouraged the commune level to make proposals and recommendations to the province and raised the issue that the provinces must also pay real attention to adjusting, reviewing, and investing with each locality and unit, ensuring technical infrastructure, software, etc. to operate the new government model to meet requirements.
