The Politburo has just issued Resolution No. 68-NQ/TW on private economic development. In many groups of tasks and solutions, Resolution 68 mentions increasing access to land and production and business premises for the private economy.
Accordingly, the Resolution emphasizes the requirement to promote digital transformation, facilitating private economy's access to land and production and business premises. There are appropriate mechanisms and policies to control changes in land prices, especially land prices for production and business, non-agriculture, minimizing the impact on investment, production and business plans of enterprises.
No later than 2025, complete the construction of a National Land Database (LDL) connected to the National Data Center and relatedDLs. Conduct electronic transactions in the land sector; publicly, transparently and proactively provide information to businesses; reduce the time to handle land lease procedures, grant land use right certificates; actively support site clearance.

Speaking with Lao Dong reporter, National Assembly delegate Pham Van Hoa (Dong Thap delegation) said that the construction of a Land database is of great significance to serve the work of State management of land, administrative reform, digital transformation in the land sector; serve multi-sectors, multi-fields and connect with websites of ministries, branches at the central and local levels to serve the implementation of e-Government, e-government and smart urban areas, towards digital government, digital economy and digital society.
Mr. Hoa also said that this is also aimed at implementing electronic transactions on land, transparency and enhancing the participation of people and businesses in land management activities.
"A very important thing is the connection of residentialDL and landDL. This will help people look up information about land; state agencies can manage changes in population and land in the electronic environment" - Mr. Hoa said.
According to Lao Dong reporter's research, recently, the Ministry of Agriculture and Environment issued a 2025 plan on implementing Decision No. 06 of the Prime Minister, approving the Project to develop applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030.
This Ministry requested the Department of Digital Transformation to preside over and coordinate with the Department of Land Management to connect the National LandDL with the National PopulationDL in June 2025.
In addition, this agency will preside over and coordinate with the Department of Land Management to synchronously deploy the National LandDL to the National Data Center upon request. The deadline for completing this task is August 2025.
With the Department of Land Management, the Ministry of Agriculture and Environment assigned the Department of Digital Transformation to coordinate with the Department of Digital Transformation, to include digitized and cleaned data with the National PopulationDL to implement administrative procedure reduction, thereby helping people reduce the declaration of related documents in the land sector. This must be completed in June 2025.
Earlier, the Prime Minister issued Directive 07/CT-TTg dated March 14, 2025 on promoting the implementation of the Scheme on Data Application Development of Population, Definition and Electronic Authentication for the National Number of Number of Digital Series for 2022-2025, vision to 2030 at ministries, branches and localities in 2025 and subsequent years. At the same time, the Prime Minister also requested the Ministry of Agriculture and Environment to complete the national database on land, completed in June 2025.
