Regarding the arrangement of villages and residential groups in communes and wards, at the 10th session of the 15th National Assembly just concluded, leaders of the Ministry of Home Affairs said that this ministry is preparing for a plan to review and arrange villages, hamlets, and residential groups nationwide, expected to be implemented in May 2026.
Leaders of the Ministry of Home Affairs said that the arrangement of villages and residential groups in communes and wards is carefully prepared to ensure scientific and reasonable arrangement, creating favorable conditions for population management, socio-economic development and improving the operational efficiency of grassroots governments.
The Ministry of Home Affairs requests the People's Committees of provinces and cities to base on Conclusion No. 163-KL/TW, Conclusion No. 186-KL/TW and Conclusion No. 210-KL/TW of the Politburo and the Secretariat, initially maintaining the villages and residential groups in commune-level administrative units.
This request is to ensure the stability of the political system at the grassroots level and serve the preparation for the election of National Assembly Deputies of the 16th term and People's Council Deputies at all levels for the 2026-2031 term and based on the opinions of some localities.
The preservation of villages and residential groups in commune-level administrative units will be implemented until there are Government regulations on arranging villages and residential groups according to the Conclusion of the Politburo and the Secretariat.
Also according to the guidance of the Ministry of Home Affairs, based on the practical conditions of the locality, personnel situation and the time of end of term of Village Heads and Neighborhood Group Leaders, People's Committees of provinces and cities direct the Chairmen of People's Committees of communes, wards, and special zones to implement the consolidation of the titles of Village Heads and Neighborhood Group Leaders according to current regulations.
In case it is necessary to serve the election work or to ensure stability and continuity in the organization and operation of villages and residential groups, the Provincial and City People's Committees shall consider and decide on extending the term of Village Heads and Residential Group Leaders in the province or city or direct the Chairmen of the People's Committees of communes, wards, and special zones to consider and decide to appoint temporary Village Heads and Residential Group Leaders to ensure the maintenance of operations.
Nucleus" of local government
