The Central Executive Committee has just issued an Action Program to concretize and effectively implement the Resolution of the 14th Party Congress.
The action program sets out important and strategic tasks, projects, works, and projects in the period 2026 - 2030, assigning specific and clear responsibilities, resources, progress and necessary conditions for implementation, as an important basis for all levels and sectors to perform according to their assigned functions, tasks, and powers, contributing to the successful completion of the goals set out by the XIV Congress.
In 14 key tasks, to continue to promote the building and completion of the socialist rule-of-law State of Vietnam, the Central Executive Committee assigned the task of completing job position projects associated with restructuring and improving the quality of the contingent of cadres, civil servants, and public employees.
At the same time, improve the mechanism to attract, recruit, value and treat talents to work in state agencies and public non-business units.
The completion of the job position project associated with the requirement to restructure the contingent of cadres, civil servants, and public employees is a content that is attracting the attention of a large number of cadres, civil servants, and public employees nationwide because this content is closely linked to the content of salary ranking in salary policy reform.
In fact, right in Resolution No. 265/2025/QH15, the 10th session, the 15th National Assembly requested to adjust some types of allowances, base salary levels, pensions, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, social allowances, and social pension allowances.
The National Assembly also requested restructuring and improving the quality of the contingent of cadres, civil servants, and public employees in accordance with their job positions, with sufficient capacity to fully and synchronously perform tasks after arranging the organizational structure and administrative units at all levels.
Most recently, in Decree No. 361/2025, the Government requested that no later than July 1, 2026, ministries, branches, central agencies, provincial-level People's Committees, Offices of the National Assembly Delegation and provincial-level People's Councils must direct the organization of implementation and issue decisions approving job positions of agencies and organizations under their management according to the provisions of this Decree to replace decisions on job positions that have been issued previously.
While the competent authority has not issued a decision approving the job position according to the provisions of this Decree, the decisions approving the job position issued previously will continue to be applied.
No later than July 1, 2027, ministries, branches, central agencies, and localities must complete the arrangement for job positions and rank corresponding to job positions for civil servants recruited before July 1, 2025 within their management scope," the Decree clearly states.
