100% special allowance for Sergeants of the Vietnam People's Army

The Ministry of Home Affairs guides the implementation of the special allowance regime for cases of Sergeants of the Vietnam People's Army with a current military rank allowance coefficient of 0.60.

The Ministry of Home Affairs has just issued a document consolidating the Circular guiding the implementation of the special allowance regime for cadres, civil servants, public employees and armed forces.

Accordingly, people working in island areas far from the mainland and border areas with particularly difficult living conditions specified in the appendix issued with this circular are entitled to special allowances, including:

Officers, professional soldiers, non-commissioned officers, soldiers, soldiers, cadres, civil servants, public employees, employees who have been ranked according to the salary scale prescribed by the State, workers in the payroll of agencies and units under the Vietnam People's Army, People's Police and cipher organizations;

Officials, civil servants, public employees and contract workers (including those in probation) have been ranked according to the salary scale prescribed by the State to work in state agencies, state-owned non-business units, associations and non-governmental organizations established by competent authorities.

Special allowances are calculated as a percentage of the current salary level plus leadership position allowance and seniority allowance beyond the frame (if any) or military rank allowance currently enjoyed for non-commissioned officers and soldiers of the armed forces.

The allowance includes 3 levels: 30%; 50% and 100% applicable to subjects specified in item I of this circular working in the area specified in the appendix issued with this circular.

The Ministry of Home Affairs gave a specific example: Mr. Tran Dang C, Corporal of the Vietnam People's Army, has a current military rank allowance coefficient of 0.60, the military rank allowance level implemented from October 1, 2004 is 174,000 VND/month; stationed in the area where a 100% special allowance level is applied, then each month he is entitled to a special allowance of: 174,000 VND/month x 100% = 174,000 VND/month.

Regarding the calculation method, the Ministry of Home Affairs said that special allowances are calculated and paid according to the workplace in the same period as monthly salary or military rank allowance and are not used to calculate social insurance contributions and benefits.

Special allowances are only paid for months of actual work in the area, when leaving the area for one month or more or coming to work for less than a month, they are not entitled to.
