Dear leaders of countries, and all international friends!
1. On behalf of the State and people of Vietnam, I warmly welcome you to the capital Hanoi - City for Peace - to attend the Opening Ceremony of the " United Nations Convention against Cybercrime", with the theme "Anti-cybercrime - Sharing Responsibility - Towards the Future" on October 25 and 26, 2025.
2. In the digital age, cybercrime is not only a challenge for a single country, but also a global threat, threatening security, political stability, economy and social life. Vietnam always considers combating cybercrime as one of the priorities in national security policies, while actively participating with the international community in the fight against cybercrime.
Vietnam clearly recognizes that with the un boundary characteristics of cyberspace, to effectively combat cybercrime, it is necessary to have solidarity and cooperation between countries and the rule of law.
The Convention sets a legal framework for international cooperation in the fight against cybercrime, ensuring that member countries, especially developing countries and vulnerable countries, are supported and improve their capacity to deal with this type of crime.
The United Nations General Assembly's adoption of the Convention against Cybercrime (December 2024) and the organization of the Opening Ceremony in Hanoi are vivid evidence of the sense of responsibility of countries in protecting cyberspace - the common property of all of humanity.
We hope that this event will not be simply a legal procedure, but also a platform to promote dialogue, experience sharing, strengthen partnerships between governments, international organizations, the private sector and become a forum to promote the implementation of the United Nations Convention and global cooperation in combating cybercrime.
3. I believe that, with the participation and commitment of countries, the Opening Ceremony of the Convention in Hanoi will become a historic milestone, affirming the value of multilateralism with the United Nations as the center, sending a strong message of our determination to fight cybercrime and build a peaceful, fair world, the rule of law, for the benefit of today's and future generations.
4. On this important occasion, on behalf of the State and people of Vietnam, I would like to express my sincere thanks to the countries, international organizations and friends across the world who have always accompanied and supported Vietnam.
