This content is stated in Conclusion No. 177-KL/TW, dated July 11, 2025 of the Politburo and the Secretariat on continuing to build the organization and operation of the two-level administrative units to ensure smoothness and efficiency.
In Conclusion No. 177, the Politburo and the Secretariat requested Party committees, Party organizations directly under the Central Government, ministries and branches to resolutely, seriously, synchronously and promptly implement the directions and conclusions of the Politburo, the Secretariat and the contents and tasks stated in Plan No. 56-KH/BCD, dated July 4, 2025 of the Steering Committee;
Continue to review and improve the legal regulations system in accordance with the new model; strengthen policy communication work, create consensus and participation of the people; maintain and improve the level of people's satisfaction, taking satisfaction as a measure.
The Politburo and the Secretariat request to grasp the ideological situation, thoughts and aspirations of cadres, party members and people of all walks of life for the organizational and operational model of the apparatus of the two-level administrative units; regularly pay attention to and closely follow the progress and results of the implementation of functions and tasks of agencies and units after the reorganization; encourage and support cadres, civil servants and workers to overcome immediate difficulties in headquarters, working conditions, public housing...;
Timely handle arising problems; promptly take measures to resolve fundamental and long-term problems so that cadres, civil servants and workers can work with peace of mind and serve the people; promptly and synchronously deploy database systems, management software and online public services; unify shared digital platforms, facilitate connections and operations; ensure stability and continuity in organizing and operating the apparatus after the merger.
Also in Conclusion No. 177, the Politburo and the Secretariat agreed in principle to let the Party Committees directly under the Central Government agree with the Provincial and Municipal Party Committees before appointing the deputy heads of agencies and organizations participating in the Party Committee, Party cell of agencies and organizations where the activities of the Party Delegation and Party Executive Committee end.
