On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 177-KL/TW, dated July 11, 2025 on continuing to build the organization and operation of administrative units at both levels to ensure smoothness and efficiency.
In this Conclusion, the Politburo and the Secretariat requested the Standing Committees of provincial and municipal Party Committees to:
(1) Lead and direct the establishment of two new Party Committees (cells) of agencies directly under the Commune Party Committee, which are the Party Committees (cells) of Commune Party Agencies and the Party Committees (cells) of the People's Committees at the Commune level in accordance with Conclusion No. 139-KL/TW, dated March 28, 2025 of the Politburo and the Secretariat.
(2) Unify the policy of the Party Committee Secretary and Chairman of the People's Committee at the commune level appointed to join the military attaches at the same level according to Regulation No. 294-QD/TW, dated May 26, 2025 of the Party Central Committee on the implementation of the Party Charter and Party activities at the workplace.
(3) Responsible for reviewing, selecting, and arranging provincial-level cadres with sufficient qualifications and capacity at the commune level, especially land and financial cadres; resolving immediate difficulties in the direction of allowing the application and arrangement of cadres with capacity, experience, and ability to meet the requirements of job requirements but still lacking standards on theoretical qualifications and planning titles to appoint to participate in the executive committee, standing committee, secretary, deputy secretary, chairman, vice chairman of the People's Council, chairman, vice chairman of the People's Committee at the commune level to ensure sufficient approved quantity (at the same time, urgently conduct training, complete the standards of high-level political theory and position planning according to regulations); arrange the number of commune-level payrolls in accordance with the requirements of the grassroots level.
(4) Lead and direct the preparation of documents at the provincial and commune levels; thoroughly update and supplement all Central directives to improve the quality of draft documents; prepare personnel projects at Party committees at all levels well.
(5) Direct grassroots and superior party congresses in accordance with the direction of the Central Government and the Politburo.
(6) Complete the positions of Party committees and authorities, supplement cadres of specialized agencies, especially the positions of secretaries and chairmen of the People's Committees at the commune level that are still lacking; the supplement must be completed before the Party Congresses at the commune, ward and special zone levels.
(7) Implementing the policy of unifying commune-level party committees with more than 250 affiliated party organizations, no more than 300 delegates will be allocated to the Party Congress for the 2025-2030 term.
8. Review and adjust the (new) commune-level planning and continue to pay attention to and promote the implementation of national target programs.
9. Urgently arrange official housing, headquarters, and working facilities.
10. Amend, supplement and promulgate regulations on the functions and tasks of professional agencies at the provincial and commune levels according to their authority, to be completed before July 31, 2025.
11. Focus on directing the removal of difficulties and obstacles related to the operation of information technology systems at the commune level.
