On behalf of the Politburo and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 174-KL/TW of the Politburo and the Secretariat on a number of tasks to continue building the organization and operation of administrative units at both levels to ensure smoothness and efficiency.
In this Conclusion, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct:
Report to the Politburo and the Secretariat on major policies and contents before issuing the decree and related documents guiding the implementation of the Law on Cadres and Civil Servants in 2025 on recruitment, use, management, evaluation, classification, and termination of employment for civil servants and public employees to ensure the principle of "in, out, etc"...
Check, grasp the situation, fully and promptly report to the Politburo on the retirement of cadres, civil servants, public employees, and non-professional workers at the commune level after the arrangement of administrative units, the arrangement of the apparatus of agencies, units, and organizations in the political system associated with the two-level administrative unit and the resolution of regimes and policies according to regulations; promptly guide, remove obstacles and adjust regulations and instructions to ensure that cadres, civil servants, public employees, and non-professional workers at the commune level retire for the right purpose, requirements, and people and retain competent and qualified cadres.
Lead and direct the Government to issue regulations on administrative unit standards, classification of administrative units and classification of urban areas in accordance with the development requirements of the new period.
Lead and direct the urgent review, amendment and supplementation of regulations on regimes, policies, salaries, and responsibility allowances for cadres, civil servants, and public employees (to be completed in September 2025).
Lead and direct the review and assessment of the management and use of government payroll after the restructuring of the apparatus; coordinate with the Central Organizing Committee to complete the determination of job positions, as a basis for determining payroll until 2031 of ministries; ministerial-level agencies; government agencies; local authorities; Vietnamese representative agencies abroad; public service units and mass organizations assigned tasks by the Party and State at the Central level.
Lead and direct the review, amendment and supplementation of regulations on the number of deputy heads of agencies, organizations, and public service units under ministries, ministerial-level agencies, and agencies under the Government; specialized agencies, public service units under People's Committees, People's Councils at the provincial and commune levels in the direction of streamlining and improving quality, meeting the requirements of the new period.
Lead and direct the review of funding allocation; inspect and guide the management and use of funding, arrange working offices, ensure operating conditions of agencies, units, and organizations after the arrangement of administrative units and the arrangement of the apparatus in the political system associated with the two-level administrative units.
