On July 4, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting of the Politburo and the Secretariat to give opinions on the implementation of the Central Resolution, the Conclusion of the Politburo on the arrangement of the apparatus and administrative units; draft report on the implementation results of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025.
Based on the opinions of Politburo members and Party Central Committee Secretaries, concluding the meeting, General Secretary To Lam requested that the Standing Committees of provincial and municipal Party Committees directly under the Central Government continue to strengthen leadership and direction of all work under the authority of the two levels (province, commune) to be carried out smoothly, without delay, without leaving work behind, the consistent goal is to better serve people and businesses.
The General Secretary requested the provincial and municipal Party Committees directly under the Central Government to continue to do a good job of political and ideological education, fully resolving the regimes and policies for cadres, party members, civil servants, public employees, and workers who are working, retiring early, or quitting work according to the Central Government's instructions; strengthen propaganda and guidance work so that people can grasp new regulations and new locations and working methods of local state agencies; consolidate and maintain consensus and support from the people for the implementation of the two-level administrative unit.
Provincial and municipal Party Committees directly under the Central Government shall preside over and coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union and relevant agencies, units and organizations to deploy the implementation of sending youth union members who are students with basic knowledge of information technology from universities, colleges, and youth volunteers to support cadres, civil servants, public employees, workers, people of communes, wards, and special zones (especially in remote areas and disadvantaged areas) in operating the apparatus, providing online public services, handling administrative procedures, etc. in the first phase of implementing the 2-level administrative unit model.
The General Secretary requested the Government Party Committee to inspect and grasp the situation, promptly and fully report to the Politburo on the situation of cadres, civil servants, public employees, and non-professional workers at the commune level who quit their jobs when reorganizing and resolving policies and regimes according to regulations, ensuring the right people, the right jobs, and retaining people with capacity and qualifications.
Along with that, continue to review, amend and supplement regulations on salary policies and allowances for responsibilities for cadres, civil servants and public employees in accordance with the new organization and regularly urge inspections and guidance on the implementation of regulations on functions and tasks of the organizational apparatus of agencies and units in the administrative agency system at the central and local levels.
The General Secretary also noted that the Party Committee of the Fatherland Front and central political and mass organizations focus on reviewing and reorganizing units to ensure smooth operation, effective operation, close to the people, close to the people and stick to the grassroots, promptly reorganize mass organizations to be streamlined and closely monitor the situation, deploy activities of models of the Fatherland Front, political and social organizations, mass organizations according to the model of two-level administrative units, proactively propose fundamental plans to promptly resolve difficulties and problems in practice to ensure smooth operation to meet the requirements.
