The 17th Hai Phong City People's Council passed 19 resolutions including:
1. Working regulations of the City People's Council of the XVII term.
2. Plan to organize regular meetings in 2026 of the City People's Council.
3. Regulations on expenditure content and expenditure levels to ensure the work of building legal normative documents in Hai Phong city.
4. Regulations on spending levels for training and fostering cadres, civil servants, and public employees of Hai Phong city.
5. Decision on policy to change the purpose of forest use to other purposes to carry out the exploitation of soil and rock minerals as filling materials in the eastern area of Niem Son Noi mountain, Viet Khe commune, Hai Phong city.
6. Adjusting and supplementing the City's Public Investment Plan for 2026.
7. Extending the implementation and disbursement of public investment capital plan funds from the central budget in 2025 to 2026 (foreign capital included in the central budget balance).
8. Adjusting and supplementing the List of projects and works that must recover land in the city in 2026.
9. List of land plots expected to implement pilot projects according to Resolution No. 171 dated November 30, 2024 of the National Assembly.
10. Regulations on fees for using infrastructure works, service works, and public utilities in the Hai Phong seaport border gate area for liquid goods (gasoline, oil, gas).
11. Regulations on tuition fees for the 2025-2026 school year at public preschool and general education institutions that self-ensure regular expenses in the city.
12. Specify specific prices for medical examination and treatment services under the list paid by the health insurance fund; paid by the state budget; specific prices for medical examination and treatment services not under the list paid by the health insurance fund that are not on-demand medical examination and treatment services for state-owned medical examination and treatment facilities in Hai Phong city.
13. Regulations on the ratio of management costs for implementing preferential policies for people with meritorious services to the revolution in the city.
14. Regulations on policies to support some members of poor households, near-poor households, households escaping poverty, and households escaping near-poor poverty in the city in the period 2026 - 2030.
15. Abolishing Resolution No. 38/NQ-HĐND dated December 10, 2018 of the Hai Phong City People's Council (before the merger).
16. Adjusting and supplementing the List of land plots for bidding for land-using investment projects in the city in the period 2025 - 2026.
17. Agreed to assign Quang Ninh Provincial People's Committee as the managing agency to implement the Project to Renovate and upgrade Da Bac Bridge on National Highway 10.
18. Stop the investment policy of the Project: Headquarters of departments, agencies, and branches of the province under the Hai Duong Provincial Concentrated Administrative Area.
19. Adjusting the Hai Phong City Housing Development Program for the period 2021 - 2030.
