The project to reorganize Phu Tho, Vinh Phuc, and Hoa Binh provinces clearly states that Phu Tho province - a provincial-level administrative unit (DVHC) directly under the Central Government will be established on the basis of merging the entire natural area, population size, and commune-level administrative unit system of the two provinces of Vinh Phuc and Hoa Binh into the administrative boundaries of Phu Tho province.
After the merger, Phu Tho province's administrative units have a natural area of 9,361.381 km2, reaching 117.02% of the standard; population of 4,022,611 people, reaching 446.96% of the standard. The affiliated administrative units have 32 district-level administrative units (4 cities, 1 town and 27 districts); 479 commune-level administrative units (42 wards, 40 towns and 397 communes). The number of ADUs of communes and wards expected after the merger is 148 ADUs (133 communes and 15 wards).
The arrangement of cadres and civil servants after establishing Phu Tho province on the basis of consolidating the provinces of Phu Tho, Vinh Phuc and Hoa Binh must ensure the principle: The total number of cadres, civil servants and public employees does not exceed the total number of officials, public servants and public employees of the three provinces before merging. With the Project on arranging commune-level administrative units of Phu Tho province, the total number of commune-level administrative units is currently 207 administrative units, including 180 communes, 15 wards, and 12 towns. Regarding the plan to arrange and maintain the status quo of 2 communes that meet the standards on area and population according to the regulations of the National Assembly Standing Committee, Thu Cuc commune, Tan Son district and Trung Son commune, Yen Lap district.
Arrange 205 commune-level administrative units (except for 2 communes to remain), including 178 communes, 15 wards, 12 towns to establish 66 new administrative units, including 7 wards and 59 communes (reducing 141 administrative units, equal to 68.12%)...

Speaking at the Conference, the Secretary of Phu Tho Provincial Party Committee Bui Minh Chau affirmed that the arrangement and reorganization of administrative units at all levels and building a two -level local government is the right advocating. Projects have specified the plan of organizational structure, arranging the contingent of cadres, civil servants, officials and employees and settling the regimes and policies when implementing the Army of Phu Tho Province, Vinh Phuc, Hoa Binh and the arrangement of communal units in 2025 of Phu Tho province; Planes and roadmap for arrangement and handling of public offices and properties after arranging.
Secretary Bui Minh Chau also emphasized the need to arrange and assign a team of cadres, civil servants and public employees in accordance with job positions. The use of headquarters of agencies and units in Viet Tri city and provinces in the direction of arranging areas and arranging appropriate apparatus in each area to lead, direct, operate and handle the work of localities.
