The Central Steering Committee on summarizing Resolution 18 has issued Plan No. 47 on the implementation of the arrangement and merger of provincial and commune-level administrative units and the organization of the two-level local government system.
The plan clearly states the contents and tasks of implementing the arrangement and merger of provincial and commune-level administrative units and building a two-level local government system. The expected completion time is mainly concentrated in 2025.
Plan 47 outlines the tasks of the National Assembly Party Committee.
Accordingly, the National Assembly Party Committee presides over and coordinates with the Government Party Committee to guide localities to collect public opinions on specific contents of amending and supplementing a number of articles of the 2013 Constitution.
Plan 47 also clearly states that the National Assembly Party Committee leads and directs the National Assembly and the National Assembly Standing Committee to issue a Resolution on handling issues related to the arrangement and merger of provincial-level administrative units, non-district-level organizations, merger of commune-level and 2-level local government organizations (if necessary) (expected to be completed before June 30, 2025).
