On March 25, the Ministry of Home Affairs organized a training conference on investigation of administrative and non-business establishments in 2026.
Speaking at the opening of the conference, Deputy Minister Nguyen Manh Khuong said that the 2026 survey of administrative and non-business establishments is an important statistical survey in the National Statistical Survey Program, chaired and implemented nationwide by the Ministry of Home Affairs.
This is a very important investigation, aimed at collecting complete and accurate information about the number of administrative facilities, non-business units, the number and qualifications of the working force, as well as the results of revenue and expenditure of these facilities.
The survey results are an important basis to serve state management, review and supplement policies, develop plans and plans for industry and regional development, infrastructure development, and human resource training; and at the same time supplement data to serve the compilation of national statistical indicators and update databases for subsequent surveys" - Deputy Minister Nguyen Manh Khuong emphasized.
The information collection period is from April 1, 2026 to the end of May 15, 2026; preliminary data will be announced in June 2026 and official results will be announced in December 2026.
Emphasizing that the implementation progress is very urgent, Deputy Minister Nguyen Manh Khuong requested ministries, branches, localities and all forces participating in the investigation to firmly grasp nghiệp vụ, closely follow the plan, closely coordinate and implement each set time milestone correctly.
Also at the conference, Deputy Minister Nguyen Manh Khuong requested members of the Steering Committee, Task Force, Supervisors, and Administrators at all levels to uphold the spirit of responsibility, focus on fully monitoring the training content; proactively research, boldly exchange issues that are still unclear; and at the same time, after the conference, quickly organize dissemination and implementation at their agencies, units, and localities, ensuring that the person directly conducting the survey understands correctly, does right, and does enough.
Absolutely avoid the situation where each place has a different understanding and way of doing things; minimize errors in declaration, synthesis, approval and data cleaning. This is a prerequisite to ensure the quality of input information and the quality of investigation results.
For agencies and units, the Deputy Minister of Home Affairs requested to continue to carefully review the list of investigation units; prepare good information technology infrastructure, transmission lines, access accounts, management personnel and technical support; build a close coordination mechanism between internal affairs agencies, statistical agencies, specialized units and information providers.
In the process of implementation, it is necessary to strengthen inspection and supervision, early detection and timely handling of arising difficulties, especially problems related to software, data approval processes, industry codes, product codes and specialized targets.
According to the conference program, the training content focuses on 4 major groups of issues: Thoroughly grasping the content of surveying administrative and non-business establishments in 2026 and the implementation plan; Guiding the application of information technology throughout the process;
