The Ministry of Home Affairs has just issued a document urging the implementation of the Plan to investigate administrative establishments and non-business units in 2026, sent to ministries, ministerial-level agencies, agencies under the Government and People's Committees of provinces and cities.
According to the Ministry of Home Affairs, over the past time, central and local agencies have been guided to implement many tasks to serve the investigation, such as: Establishing working groups, issuing plans, assigning focal points, reviewing the list of administrative and non-business establishments and preparing human resources... However, so far, some tasks have exceeded the deadline but have not been completed.
To ensure the progress of official information collection from April 1, the Ministry of Home Affairs requests units to urgently fully implement the requirements according to the approved plan.
In which, there is the task of reviewing and compiling a complete list of administrative and non-business establishments subject to investigation as of December 31, 2025. This list must be sent to the Ministry of Home Affairs before March 15 through the document and email management system as prescribed.
In parallel, agencies and units are required to complete the collection and update of data into survey forms before March 31, as a basis for the official information collection phase from April 1-4 - May 15.
Data declaration and update are carried out on online survey software according to the guidance of the Ministry of Home Affairs and the Central Steering Committee. Units need to specifically assign cadres, civil servants, and public employees to perform data entry, ensuring progress and accuracy of information.
The Ministry of Home Affairs also requests units to complete the establishment of steering committees, working groups, and standing groups; issue plans and operating regulations; clearly assign responsibilities to each member. The list of contact points of units must be sent to the Ministry to serve coordination work.
Along with the requirements for progress, the Ministry of Home Affairs emphasized the responsibility of agencies and units in ensuring information quality. Heads of units are required to strengthen management, inspection, supervision and create conditions for officials to complete investigation tasks.
Units must be responsible for the accuracy, completeness and timeliness of the list of administrative and non-business establishments as well as the data in their unit's survey form.
At the same time, ministries, branches, and localities are required to proactively access the electronic information system of the survey to update directives and guidance documents, ensuring unified implementation nationwide.
The Ministry of Home Affairs requests agencies to focus on directing and organizing the implementation of tasks according to schedule, ensuring the quality of investigation. In the process of implementation, if problems arise, units need to promptly report to the Ministry for guidance and handling.
The 2026 survey plan for administrative and non-business establishments aims to collect information to serve management and policy planning for the system of administrative agencies and public non-business units nationwide.
