The Ministry of Home Affairs issued an official dispatch on the deployment of investigation into administrative and non-business establishments (HCSN) in 2026 nationwide.
The Ministry of Home Affairs said that implementing Decision No. 03/2023/QD-TTg of the Prime Minister on the National Statistical Survey Program, the Minister of Home Affairs has issued Decision No. 10/QD-BNV promulgating the Plan for investigation of HCSN facilities in 2026.
This is an important investigation to collect information about the number of establishments, labor, professional qualifications and revenue and expenditure results of HCSN units nationwide.
The results of the survey are an important basis for assessing the current situation of the public sector, meeting the requirements of management, administration and policy development in the coming period.
To ensure that the investigation is carried out on schedule, the Ministry of Home Affairs requests ministries, branches, and localities to urgently consolidate the Steering Committee and investigation task forces at all levels to organize the implementation of the investigation plan and method.
In which, it clearly stipulates the responsibilities and tasks of the Steering Committee, working groups, standing groups and members.
The Ministry of National Defense and the Ministry of Public Security establish Steering Committees of each ministry headed by a Deputy Minister in charge of statistics; establish a standing task force to assist the Steering Committee; organize the implementation of investigation tasks according to the plan and guidance of the Central Steering Committee.
Ministries, ministerial-level agencies, government-attached agencies, and central agencies establish working groups of each agency headed by an agency leader, whose members are civil servants and public employees of relevant units to organize the implementation of tasks according to the investigation plan.
For localities, at the provincial level, the Ministry of Home Affairs proposes that the Chairman of the Provincial People's Committee decide to establish a Provincial Steering Committee including: Chairman (or Vice Chairman) of the Provincial People's Committee as Head of the Committee; and at the same time establish a standing group to assist the Steering Committee.
At the commune level, the Chairman of the People's Committee of the commune, ward, and special zone decides to establish a Commune-level Steering Committee headed by the Chairman (or Vice Chairman) of the Commune-level People's Committee, to directly deploy investigation tasks at the grassroots level.
According to the proposal of the Ministry of Home Affairs, ministries, ministerial-level agencies, government-attached agencies, central and local agencies need to complete the establishment of Steering Committees, working groups, and standing groups before February 6, 2026. At the commune level, complete the establishment of Steering Committees before February 25, 2026.
After establishment, it is requested that the Steering Committee of the Ministry of National Defense, Ministry of Public Security; working groups of ministries, ministerial-level agencies, agencies under the Government, central agencies; Steering Committees of provinces and cities directly under the Central Government report to the Central Steering Committee on the decision to establish and the list of members (along with contact phone numbers) before February 28, 2026 to coordinate in directing the investigation.
In particular, strengthen inspection, supervision, and guidance in the process of organizing the implementation of investigation work; manage, use and finalize funds to ensure the completion of assigned tasks, public, transparent, economical, and in compliance with the provisions of law on the state budget and related laws.
