On March 27, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the conference "Businesses contributing to double-digit growth and Prime Minister's gratitude to businesses".
Speaking at the opening of the conference, the Prime Minister emphasized that in the new period, we identify science and technology, innovation, and digital transformation as the foundation for development, making Vietnam a developed country with high incomes. The role of businesses is increasingly emphasized and honored.
The Prime Minister clearly stated that we must innovate traditional growth drivers and promote new growth drivers, develop based on science and technology, innovation, digital transformation, green transformation, circular economy, creative economy, low-level economy...
We must reach far into the open sea, exploit the 7 energy layers of the sea; fly high into space; go deep into the ground to exploit underground space," the Prime Minister emphasized.

The Head of Government stated clearly that all of this requires intelligence and effort; with thinking, methodology and ways of doing things that must be changed.
In this process, the Party and State will continue to improve mechanisms, institutions, and policies, but the people who do it are still businesses; although the guidelines and institutions are good, if businesses do not make efforts, they cannot succeed, and will not achieve the desired efficiency.
Businesses must be the center and subject in development. Therefore, businesses must contribute to innovation, build institutions, and clearly recognize their role in rapid and sustainable national development.
Clearly stating that the double-digit growth target requires the effort and participation of the business community, the Prime Minister affirmed that the Government listens to the opinions of businesses with sincerity, sharing with businesses with heart, acting with specific products, removing difficulties and obstacles for businesses to contribute to completing the 2 100-year strategic goals.
At this conference, the Prime Minister reminded delegates to focus on discussing how to strongly shift to a growth model based on science and technology, innovation, and digital transformation because this is an objective requirement and strategic choice.
Along with that, forming enterprises of regional and global scale; turning business households into enterprises; small and medium-sized enterprises into large enterprises, large enterprises into global and transnational enterprises.
At the same time, take advantage of the digital economy, green economy, and FTAs to enhance its position in the global value chain; contribute more and participate more deeply in the world economy; improve the quality of commodity production, self-reliance, self-strengthening, and strategic autonomy.
Improve labor productivity, quality of human resources, meet international labor requirements. The Prime Minister also raised the issue of which points the State needs to remove regarding institutions, policies, and resources to create breakthroughs for businesses.
Presenting a report at the conference, Deputy Minister of Finance Cao Anh Tuan said that the business sector currently contributes about 60% of GDP, attracting more than 16 million workers, mainly contributing to the total import and export turnover.
By the end of 2025, the country had more than 1 million operating businesses, an increase of more than 25% compared to 2020.
In particular, after the Politburo issued Resolution No. 68-NQ/TW on private economic development, the atmosphere of starting a business spread strongly; from May 2025, on average, about 18,000 new businesses were established each month, an increase of 38% compared to the average of the first 4 months of the year. In 2025, the whole country had nearly 298,000 new businesses established and returned to operation.
