On April 14, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired a working session with the Ministry of Health on the situation of implementing the assigned tasks of the Ministry of Health and some proposals and recommendations in health work, protection and care for people's health, including content related to 2 projects to build Bach Mai Hospital, Viet Duc Hospital facility 2.
Concluding the meeting, Prime Minister Le Minh Hung stated clearly that the Government is drastically and focused on directing the definitive resolution of long-standing problems and projects, determined to handle and remove difficulties and obstacles, including contents under the management of the Ministry of Health.
Regarding the project to build the 2nd facility of the 2 hospitals, the remaining obstacles mainly concern coordination work, which is under the authority of the Ministry of Health and related ministries.
The Prime Minister directed the Ministries of Health, Construction, National Defense, and Public Security to, according to their functions, tasks, and authority, direct relevant agencies to focus on mobilizing maximum resources, implement synchronously, drastically, and effectively to urgently and thoroughly handle existing problems and obstacles, complete dossiers in construction, fire prevention and fighting acceptance, environmental licensing and complete the remaining tasks, and decisively put 2 hospitals into operation in the second quarter of 2026 in accordance with the direction of General Secretary and President To Lam.
The Ministry of Health shall preside over and coordinate with relevant ministries and agencies to urgently complete specific mechanisms and policies to operate the operation of the 2 hospitals, completing them no later than April 2026.

Noting some other tasks, the Prime Minister requested the Ministry of Health to urgently complete the draft Law on Food Safety (amended) and complete the state management function on food hygiene and safety.
Develop a plan and roadmap to implement periodic health check-ups or free screening at least once a year for people, including some priority subjects in 2026, especially in remote and isolated areas; review and reorganize the pharmaceutical distribution system to be more scientific and effective.
Regarding the implementation of Resolution 57, the Prime Minister requested the Ministry to drastically and urgently complete the "right, sufficient, clean, living" databases in the second quarter of 2026, including databases on children, medical facility environment, preventive medicine, people with disabilities, medical examination and treatment, social assistance, food safety...
Decisively reform, cut, and simplify administrative procedures, business conditions, and cut conditional business lines to reduce time and compliance costs for people and businesses.
Continue to restructure administrative procedures in the direction of reusing data, information and data that has been obtained should no longer be required for people and businesses to provide; promote decentralization and delegation of power, strictly implement Conclusion 18, requiring the Ministry level to only implement no more than 30% of the total number of administrative procedures under management.
The Prime Minister also gave opinions on recommendations and proposals related to payment of medical examination and treatment costs of health insurance exceeding estimates, exceeding the total payment level in the 2018-2022 period; preparing to implement public investment projects according to the medium-term plan;
Adjusting the regime of preferential allowances and special allowances; carefully calculating the roadmap for calculating correctly and fully the prices of medical services; Project to complete the state management apparatus on food safety; policy testing mechanism in the health sector; handling difficulties and obstacles in implementing the provisions of Decree 37/2026/ND-CP.
