Building a modern, constructive and serving people government
On April 7, at the First Session, the 16th National Assembly elected Mr. Le Minh Hung - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee - to hold the position of Prime Minister for the 2026-2031 term.
Speaking at the inauguration ceremony before the National Assembly and voters nationwide, new Prime Minister Le Minh Hung expressed his gratitude to the National Assembly for trusting and electing him to hold the position of Prime Minister.
He deeply realizes that this is not only a great honor but also a heavy responsibility to the Fatherland, to the people, and to the requirements of rapid and sustainable development of the country.
Prime Minister Le Minh Hung stated clearly that the 14th Party Congress has clearly established visions, goals, motivations and action programs for the new development phase of the 2026-2031 term.
The action program for a new development stage and opening up new historical opportunities requires our country not only to continue to develop but also to break through and rise up, not only to integrate but also to elevate its position, not only to grow but also to develop quickly, sustainably, inclusively and improve the lives and happiness of the people.
Before the National Assembly and the people of the whole country, the Prime Minister said that the Government will focus at the highest level on the following 5 major key orientations:
First, build a modern, constructive and serving people government. The Government will give top priority to the work of building and synchronously completing institutions; drastically review and synchronously amend legal regulations, minimize administrative procedures, completely remove bottlenecks and obstacles, and unlock and release all social resources.
Building a streamlined, strong, efficient, effective, and efficient apparatus in the spirit of a constructive and action-oriented Government. Each member of the Government must match words with deeds, manage with modern management thinking, be proactive and flexible in all situations to excellently fulfill the responsibility before the Party and the people.
Second, determination and maximum efforts to manage the economy to achieve high and sustainable growth rates. The goal of average GDP growth of over 10%/year in the period 2026-2031 is a development imperative to realize the country's strategic goals.
The Government identifies the development of science and technology, innovation and national digital transformation as the top important breakthrough, the main driving force for rapidly developing modern production forces, improving productivity, competitiveness, strategic autonomy, and creating new growth momentum.
Promoting the State economy to play a leading role, the private economy to become the most important driving force. Ensuring that all localities, businesses and people have the opportunity to contribute, contribute and enjoy fair benefits from development.
The Government determines that investing in people is investing in the most sustainable future. Allocating appropriate resources to fundamentally innovate education and training, develop high-quality human resources and value talents.
Improving the capacity of the public health system, taking care of people's health right from the grassroots level, ensuring that all people have access to quality health services.
People's trust is the greatest resource of the nation.
Third, effectively operate the organizational structure according to the new model. From July 1, 2025, the local government of 2 levels officially operates.
The Government's task is to make the new apparatus operate effectively, efficiently, and substantively, becoming a new driving force. Continue to promote decentralization and delegation of power associated with the allocation of physical resources, improving the capacity of cadres, especially commune, ward, and special zone cadres.
In which, 2026 is identified as the year to improve the quality of grassroots cadres. Strongly shift from administrative management methods to administrative services, creating development, serving people and businesses better.
Clearly identify what the locality does faster, better, more effectively, and more practically, then assign it to the locality to decide. Awaken the spirit of proactiveness, flexibility, daring to think, daring to do, daring to take responsibility of grassroots levels of government, the place closest to the people and closest to the people.
Taking the satisfaction of people and businesses as a measure to evaluate the success of the government apparatus at all levels.
Fourth, build a united, coordinated and accompanying Government. The Government will always thoroughly grasp that state power is unified, with assignment, coordination and control between agencies in exercising legislative, executive and judicial powers.
At the same time, it is necessary to fully promote the role of the Vietnam Fatherland Front, socio-political organizations, the business community and the people in building, criticizing, supervising and organizing the implementation of policies.
Fifth, build a government of integrity, discipline, bravery and responsibility. The Prime Minister is deeply aware that people's trust is the greatest resource of the nation. To develop quickly, the apparatus must be clean, cadres must be honest, and public service must be disciplined.
The Government is committed to action with the highest determination, putting national and ethnic interests and people's happiness first and foremost. Continue to promote the fight against corruption, wastefulness, and negativity; tighten discipline and administrative order, enhance the responsibility of heads and tightly control power.
Strictly handle the situation of avoidance and indifference to difficulties of people and businesses and effectively implement mechanisms to encourage and protect officials who dare to think, dare to do, dare to take responsibility for the common good.
