Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 90/CD-TTg on urgently providing food, foodstuffs, and necessities to serve the lives of people affected by storm No. 3 .
Telegrams sent to the Ministers of: National Defense, Public Security, Finance, Secretaries, Chairmen of the People's Committees of the provinces: Lao Cai, Hoa Binh, Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Yen Bai, Tuyen Quang, Phu Tho, Bac Giang, Thai Nguyen, Lang Son.
Storm No. 3 and its circulation caused widespread heavy rain in the North, especially in the mountainous and midland provinces of the North, causing great damage to life and property, seriously affecting production and people's lives.
To quickly stabilize production and people's lives, to prevent anyone from going hungry, cold, homeless, without clean water, without medical care, and for students to be able to go to school soon, the Prime Minister requests:
The Minister of National Defense and the Minister of Public Security directed functional units to actively and proactively coordinate with localities affected by storm No. 3 to urgently transport food, provisions, dry rations, instant noodles, necessities, drinking water, clean water, etc. to provide to people in isolated areas, people lacking food, provisions and necessities, etc. in the fastest time possible.
The Minister of Finance shall provide the Ministry of National Defense and the Ministry of Public Security with 100 tons of rice each from the national reserve to proactively transport to rice-deficient localities affected by storm No. 3 (paying attention to avoid negativity, corruption, and waste).
The Secretaries and Chairmen of the People's Committees of the above-mentioned provinces and cities directed the relevant agencies to coordinate with the Ministry of National Defense and the Ministry of Public Security to grasp the situation of people lacking food, foodstuffs, and clean water.
Organize the distribution of food, provisions, dry food and necessities to people affected by storm No. 3 as quickly as possible, ensuring the right recipients, efficiency, avoiding loss and waste.
Review, urgently repair and restore medical facilities damaged by rain, storms and floods to promptly treat the injured and take care of people's health.

Previously, on September 9, 2024, Deputy Prime Minister Ho Duc Phoc signed Decision No. 943/QD-TTg of the Prime Minister on emergency support to overcome damage caused by storm No. 3.
The decision clearly states that 100 billion VND will be supported from the central budget reserve in 2024 for 5 localities to overcome the consequences and stabilize people's lives after storm No. 3 (including: Nam Dinh 20 billion VND, Thai Binh 30 billion VND, Hai Duong 20 billion VND, Yen Bai 20 billion VND, Hung Yen 10 billion VND).
Quang Ninh and Hai Phong localities have reported that they are currently balancing local resources to overcome the consequences of storm No. 3; therefore, the central budget will consider and support when localities have proposals.
