On the afternoon of September 8, Politburo member and Prime Minister Pham Minh Chinh inspected the damage and directed the implementation of urgent measures to overcome the consequences of storm No. 3 in Quang Ninh - the place with the most damage according to statistics as of the morning of September 8.
According to the Government Office, in Ha Long City, the Prime Minister inspected the damage at socio-economic facilities, visited affected people and encouraged military forces, police, youth, urban environmental workers, etc. who are performing cleanup duties after the storm.
The Prime Minister emphasized that the storm was very strong, and the scene showed that the consequences caused by the storm were very large, with property damage far exceeding that of other storms.
The Prime Minister clearly stated the goal of stabilizing the situation soon, bringing all activities back to normal; rescuing the injured and victims, searching for the missing, and arranging proper funerals for the unfortunate.
At the same time, prepare to respond to storms, floods, landslides, etc.; all students must go to school early, and those in safe places must go to school immediately; sick people must be treated promptly.
Regarding solutions, the Prime Minister requested Quang Ninh province to mobilize the entire political system to overcome the consequences of the storm, including the armed forces, the Vietnam Fatherland Front, and socio-political organizations, especially to carry out a huge amount of work in cleaning and sanitizing the environment.
The Prime Minister requested the Ministry of National Defense to mobilize military forces in all nearest provinces, cities and localities to participate in possible work.
EVN Group quickly restored power supply, VNPT and Viettel groups restored communications in the coming days. Banks studied loan options, extended, deferred, and restructured debt to support people and businesses to restore production and business.
Authorities are studying exemptions, reductions, and deferrals of taxes, fees, and charges for people and businesses. The transportation sector is urgently restoring landslide and subsidence sections of roads to ensure smooth traffic.
The Prime Minister assigned leaders of ministries and branches to provide specific guidance to localities on special mechanisms to overcome the consequences of natural disasters in emergency conditions.
In particular, the Ministry of Planning and Investment provides guidance on bidding and procurement in emergency conditions, assigns localities to implement, ensures prevention of corruption, negativity, and waste; and at the same time studies and amends related regulations.

According to a quick report from Quang Ninh province, the locality has banned the sea from 11am on September 6; postponed non-urgent meetings to focus on preventing and responding to storm No. 3; and allowed children, pupils, students and students of educational institutions in the province to take a day off on September 7.
Regarding the damage, as of 12:00 on September 8, the province had 4 dead and 157 injured people currently being treated at medical facilities. By noon on September 8, 27 people drifting at sea had been successfully searched and rescued.
