Prime Minister directs strict control of large-volume passenger vehicles

The Prime Minister requested to increase patrols and strictly control road transport activities by car, especially large-volume passenger vehicles.

Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 106/CD-TTg dated July 9, 2025 of the Prime Minister on overcoming the consequences of a traffic accident on the Phan Thiet - Vinh Hao Expressway, in Lam Dong province.

According to the telegram, at 0:00 on July 9, a serious traffic accident occurred on the Phan Thiet - Vinh Hao Expressway.

The accident was caused by a passenger car with license plate 78F-002.64 not paying attention, not keeping a safe distance, leading to an accident with a passenger car with license plate 85F-000.37 with a flat tire parked on the side of the road, resulting in 3 deaths, many injuries, and damage to 2 vehicles.

Upon receiving information about the accident, the Government leaders directed to send warm and thoughtful condolences to the injured and express deep condolences to the relatives and families of the deceased victims; at the same time, directed the leaders of Lam Dong province and the police force to the scene to overcome the consequences of the accident.

To promptly overcome the consequences of the above accident and prevent similar traffic accidents, the Prime Minister requested:

The Chairman of the Provincial People's Committee and Head of the Traffic Safety Committee of Lam Dong province directed agencies and functional units to immediately arrange all medical and medicinal facilities to treat victims, minimizing losses in people's lives and property; organizing visits, supporting and encouraging victims and families of victims who died in the accident.

Directly preside over the organization of meetings with agencies and functional forces to assess the causes and immediately deploy solutions to overcome shortcomings and inadequacies.

The Chairman of the Dak Lak Provincial People's Committee (former Phu Yen Province) directed the inspection and review of compliance with legal regulations on road transport activities of transport business units for passenger vehicles with license plate 78F-002.64, especially regulations on working hours, conditions, and health of drivers; strictly handle violations by bus companies and vehicle owners (if any) in accordance with the provisions of law.

The Minister of Public Security directs Lam Dong Provincial Police and relevant units to urgently investigate, clarify the cause of the accident and strictly handle in accordance with the provisions of law for organizations and individuals who violate regulations and cause the above accident.

In particular, it is noted to strictly handle drivers, vehicle owners or bus companies and related individuals in case of violations of regulations on working hours, conditions, and health of drivers in the above accident.

Direct the police of units and localities to increase patrols and strictly control road transport activities by car, especially large-volume passenger vehicles.

Review the journey monitoring device system for transport vehicles, strictly handle violations in accordance with the law, especially violations of regulations on working hours of drivers.

The Minister of Construction directs relevant units to review and organize traffic reasonably and scientifically on expressways, enhancing the safety of the traffic infrastructure system in areas with complex traffic conditions.
