The Directive clearly states that despite many important results in recent times, the education and training sector still has limitations and inadequacies.
Typically, the organization of 2 teaching sessions/day is still inadequate; the management of children and students during the summer has not been given due attention, there are still unsafe conditions, accidents, and drowning.
To improve the effectiveness of teaching 2 sessions/day and summer activities for children and students, the Prime Minister requested to strengthen educational activities on culture, arts, physical education, life skills, development of English proficiency, digital proficiency, and personal talent.
Regarding the organization of 2 teaching sessions/day, the Prime Minister requested the Ministry of Education and Training to preside over and coordinate with ministries, agencies and localities to issue documents guiding teaching 2 sessions/day, ensuring clear purpose, clear requirements, clear subjects, clear content, clear forms and methods of organization, clear results, clear authorities to effectively implement the general education program.
Organize self-study for students, group study, increase practice, improve the quality of comprehensive education in quality and capacity; strengthen educational activities on culture, arts, physical education, life skills, STEM education, and career guidance education.
Develop English proficiency, digital proficiency, AI proficiency, personal talent in culture, arts... to meet the needs, interests, and aspirations of students; promote socialization to improve the quality of education.
Timely direct and guide localities to synchronously deploy solutions, develop plans and roadmaps to organize teaching sessions 2 sessions/day in accordance with local realities on facilities, finance and teaching staff.
Prioritize budget allocation to ensure conditions for organizing teaching and learning in 2 sessions/day.
The Ministry of Education and Training coordinates with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities; continue to review and supplement the number of teachers that are still lacking compared to the norms prescribed by the Education sector.
Research and find appropriate and effective solutions to overcome the shortage of teachers, ensuring teaching and learning 2 sessions/day.
Strengthen supervision, inspection, assessment, timely urging and rectifying inappropriate and ineffective implementation of teaching 2 sessions/day in localities.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training to inspect and urge localities to recruit teachers according to assigned staff, overcome the situation of surplus and shortage of teachers at educational institutions to ensure the principle of "there are students who must have teachers to teach" but must be consistent with local practice, not waste teachers' resources, and meet the requirements of teaching 2 sessions/day.
The Ministry of Finance directs and guides localities to arrange state budgets according to regulations to organize the implementation of teaching and learning in 2 sessions/day.
The People's Committees of provinces and centrally run cities are responsible for ensuring conditions to improve the quality of general education, including conditions to conduct teaching sessions/day starting from the 2025-2026 school year at general education institutions in the area.
Develop a plan to implement teaching and learning 2 sessions/day in accordance with local conditions according to the instructions of the Ministry of Education and Training.
Proactively review, arrange and regulate teachers between educational institutions in the area to overcome the local shortage of teachers...
Strengthen inspection, examination and evaluation of the results of organizing teaching and learning in 2 sessions/day.
Plan and arrange the facilities of redundant administrative agencies due to the arrangement to supplement facilities, schools for the education, health sectors... to avoid wasting people's money.
