The Central Party Office has just issued a Conclusion Notice of General Secretary To Lam at the working session with representatives of the Government Party Committee and central departments, ministries and branches on the implementation of the Central Committee's resolutions on education and training; preparing the Politburo's resolution on breakthroughs in education and training and a number of policies to support teaching and learning.

After listening to the Standing Committee of the Party Committee of the Ministry of Education and Training's reports and statements from the agencies, General Secretary To Lam agreed on the policy that primary and secondary schools at the grassroots level organize teaching and learning in 2 sessions/day depending on the conditions of each locality regarding facilities, finance and teachers.

There is a roadmap for implementing this policy step by step, in which it is necessary to combine State investment with encouraging socialization. Teaching 2 sessions/day ensures no fee and reduces pressure on students, strengthens teaching on culture and arts to ensure students' comprehensive development.

The General Secretary assigned the Government Party Committee to direct the Ministry of Education and Training, ministries, branches and localities to fully prepare conditions on facilities, teachers, content of teaching programs, and educational activities so that primary and secondary schools can teach 2 sessions/day to ensure improved education quality. The implementation period is from the 2025 - 2026 school year.

The General Secretary also agreed on the policy of the State supporting lunch for primary and secondary school students in border communes, in which priority is given to mountainous border communes (including students from ethnic minorities and students from Kinh ethnic groups living in border communes).

Localities need to focus on completing the construction of inter-level boarding and semi-boarding schools for border communes, facilitating students' learning and living.

Note, to build schools with enough classrooms, experimental practice rooms, with water for activities, kitchens, bathrooms, toilets, playgrounds, and accommodation for teachers; border communes need to teach that language to students so that in the future there will be conditions to enhance people-to-people exchanges between the two countries.

Implement this policy according to the roadmap, in accordance with the economic situation of the country. During the implementation process, it is necessary to strengthen inspection and supervision, strictly prohibiting the reduction of food standards for students.

In the immediate future, implementation will be in the border communes of the mainland, starting from the 2025 - 2026 school year (September 2025); based on the implementation results, a preliminary review will be made to gradually expand nationwide. Encourage localities that can balance funding to immediately implement this policy in their management areas.

Assign the Party Committee of the Ministry of Education and Training to preside over and coordinate with relevant agencies to urgently report to the Government Party Committee to implement the above policy, and for issues beyond its authority, report to the Politburo for consideration and decision.
