First time completing budget collection 6 months ahead of schedule
On July 15, Politburo Member, Prime Minister Le Minh Hung worked with the Standing Committee of Lang Son Provincial Party Committee on socio-economic development, disbursement of public investment capital, operation of local government at two levels and removal of difficulties for projects.
In the first 6 months of the year, the import and export turnover of goods through Lang Son province reached 57.69 billion USD, an increase of 42% compared to the same period, accounting for about 11% of the total import and export turnover of the whole country.
State budget revenue reached more than 15,000 billion VND, equivalent to 112% of the estimate. Lang Son became the first locality in the country to complete the budget revenue estimate 6 months ahead of schedule and this is also the first time the province has achieved this result.

The disbursement rate of public investment capital reached 39.6% of the plan, ranking 13th out of 34 provinces and cities.
The province has removed difficulties for 77 out of a total of 104 backlog projects; accelerated the Huu Nghi - Chi Lang border gate expressway and deployed 11 inter-level boarding schools in border communes. Four schools in the first phase are required to be completed before August 30, 2026.
Local authorities at two levels basically operate stably. The province also completed the program to remove temporary houses with 1,340 houses and deployed a campaign to search, repatriate, and identify the remains of martyrs.
Appreciating the above results, the Prime Minister said that import and export activities increased sharply thanks to the attention paid to border gate infrastructure, administrative procedures being reformed, and functional agencies proactively creating favorable conditions for businesses.
However, the province's economic growth in the first half of the year only reached 7.02%, lower than the target of 9.24%, ranking 30th in the country and 8th among 9 localities in the Northern Midlands and Mountains region.

To achieve the full-year growth target of 10.61%, Lang Son must increase by about 13% in the remaining 6 months.
The Prime Minister also pointed out that the province's economic structure is still heavily dependent on border trade and border gate services; industry and tourism have not created high added value.
Meanwhile, 15 out of 23 important projects are behind schedule, with total social investment capital only reaching about 25% of the year's target.
Replacing officials who do not meet disbursement requirements
The Prime Minister requested Lang Son to develop specific growth scenarios for each industry, field and area; clearly assign responsibilities to each leader, department, sector and locality.
The province needs to focus on attracting large-scale industrial and tourism projects, while effectively exploiting the advantages of border gate economy and logistics.
Lang Son must urgently implement provincial planning according to the model "one development axis, two economic corridors, three socio-economic regions"; review the planning of industrial zones and clusters to attract domestic and foreign investors.
Regarding public investment, the Prime Minister requested the province to strive to disburse 100% of the 2026 plan, clearly assess the responsibilities of each investor, project management board, department, sector and commune, ward; immediately replace officials who do not meet the requirements.
Resources need to be prioritized for the Huu Nghi - Chi Lang expressway, expressways connecting Thai Nguyen, Quang Ninh, standard railway Hanoi - Dong Dang and border gate infrastructure.
The Prime Minister also requested the province to substantially improve the investment environment, reduce administrative procedures; effectively operate the two-level government; promote science, technology, digital transformation and tourism development associated with Mau Son, UNESCO Lang Son Global Geopark.
Ministries and sectors are assigned to study and resolve provincial recommendations according to their authority and respond no later than July. Issues beyond their authority must be promptly reported to competent authorities for consideration.
