Prime Minister listens to report on the implementation of 48 tasks for railway projects

The Prime Minister requested the Ministry of Construction to report on reviewing each assigned task related to key projects and important national projects in the railway sector.

On the morning of July 9, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh - Head of the Steering Committee for key projects and important national projects in the railway sector - chaired an online conference of the 3rd meeting of the Steering Committee.

In his opening speech, the Prime Minister emphasized that recently, the National Assembly issued Resolution No. 172/2024/QH15 on investment policy for the high-speed railway project on the North-South axis; Resolution No. 187/2025/QH15 on investment policy for the Lao Cai - Hanoi - Hai Phong railway project and Resolution No. 188/2025/QH15 on piloting a number of specific mechanisms and policies, especially to develop the urban railway network system in Hanoi and Ho Chi Minh City.

At the 9th Session, the National Assembly passed the Railway Law (amended) with many outstanding mechanisms and policies to mobilize maximum resources for railway development in the coming period.

With the characteristics of new railway infrastructure investment projects and works, the total investment is very large, requiring high technical requirements, especially the high-speed railway on the North-South axis being implemented for the first time in Vietnam.

The Prime Minister issued Decision No. 609/QD-TTg to establish a Steering Committee for important national railway projects and works and Decision No. 24/QD-BCDDSQG to promulgate regulations on the organization and operation of the Steering Committee to organize the implementation of railway projects.

At the second meeting, the Prime Minister issued a conclusion, in which he pointed out 3 key tasks, assigned 48 specific tasks to ministries, branches and localities to focus on implementation, speeding up the progress of project implementation.

Ministries, branches, localities and members of the Steering Committee have taken full responsibility to organize and implement assigned tasks. The Prime Minister requested the Ministry of Construction to report on reviewing each assigned task.

In the coming time, the task of the Steering Committee is extremely heavy, important and urgent. The Prime Minister requested that the members of the Steering Committee continue to promote a high sense of responsibility, the assignment of tasks must ensure 6 clearly: "clear people, clear work, clear time, clear responsibility, clear products, clear authority"; " looks wide from afar, think deeply to do great things".

Regarding compensation and resettlement support, local Party committees and authorities at all levels have implemented site clearance and relocation of technical infrastructure; in particular, special attention has been paid to resettlement work, supporting production stability so that people have new housing, new jobs, and new livelihoods at least equal to and better than the old place.

The site clearance work is good, the project preparation is good, then the implementation will be good, while the site clearance is congested, and the resettlement work is problematic, then the work will be congested.

Ministries, branches and localities need to focus maximum resources, remove all bottlenecks and bottlenecks, overcome difficulties and challenges to complete assigned tasks.

At the conference, Minister of Construction Tran Hong Minh reported a summary of the implementation of works and projects, focusing on the Lao Cai - Hanoi - Hai Phong railway project and the high-speed railway project on the North - South axis.
