Prime Minister suggests Japanese enterprises study participation in high-speed railway project

Prime Minister Pham Minh Chinh suggested that Japanese enterprises support capital and study to participate in Vietnam's high-speed railway project.

VNA reported that on the morning of June 29, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh received Mr. Maeda Tadashi, Chairman of the Board of Directors and colleagues of the Bank for International Cooperation of Japan (JBIC) who are visiting and working in Vietnam.

Prime Minister Pham Minh Chinh acknowledged and appreciated JBIC's support in participating in policy dialogues, providing many loans to promote Japanese investment in Vietnam through important infrastructure and energy projects, as well as loans to support investment projects of Japanese small and medium enterprises in Vietnam and most recently, JBIC has provided loans of more than 800 million USD to the Lot B Gas Development Project, helping this project to restart.

The Prime Minister requested JBIC to continue to support Vietnam in the field of green transformation, including soon implementing loan support for Japanese enterprises to implement a list of 15 green transformation projects in Vietnam with a scale of more than 20 billion USD within the framework of the Asian Union of Non- Emissions (AZEC) announced on the occasion of Prime Minister Ishiba's official visit to Vietnam in April 2025.

Informing about the situation and development orientation of Vietnam, Prime Minister Pham Minh Chinh said that Vietnam is implementing many large infrastructure projects that are about to change the situation and change the state such as high-speed railway projects, seaports, airports, especially urban railways, high-speed railways, nuclear power; requested JBIC and Japanese enterprises to support capital, technology, human resource training and research to participate in these projects.

In particular, according to Prime Minister Pham Minh Chinh, the Nghi Son Refinery Complex Project (NSRP) is a joint venture between Vietnamese, Kuwaitese and Japanese enterprises, currently all participants are making a profit, while the Vietnamese side is suffering prolonged losses.

Prime Minister Pham Minh Chinh suggested that JBIC, as the largest capital provider for the project, coordinate and persuade the parties to restructure finances in this project, ensure the project operates effectively and implements phase 2 of the project, in the spirit of "harmonious benefits, shared risks".

In addition, JBIC and Japanese enterprises are ready and eager to participate in infrastructure projects in Vietnam, implementing projects according to the urban development model according to the orientation of public transport development (TOD). In particular, Japanese enterprises with a lot of experience should want to participate in the implementation of Vietnam's high-speed railway project.

Regarding the handling of difficulties at the Nghi Son Refinery Complex Project, Chairman of Maeda Tadashi said that JBIC has been working actively with all parties to find a way to resolve problems according to the opinion of Prime Minister Pham Minh Chinh; committed to making every effort to resolve difficulties at the project, ensuring "harmonious benefits, shared risks" as mentioned by the Prime Minister.
