On April 4, at the Government Headquarters, Prime Minister Pham Minh Chinh received Mr. Yousef Ashour Al-Sabbagh, Kuwaiti Ambassador to Vietnam to exchange views on measures to promote the Strategic Partnership and cooperation to ensure energy security between the two countries.
At the reception, the Prime Minister affirmed that Vietnam always appreciates relations with Kuwait. Recalling the results of the successful phone call with Kuwaiti Prime Minister Sheikh Ahmed Al-Abdullah Al-Sabah in early March, the Prime Minister requested the two sides to closely coordinate to concretize the agreed contents, especially ensuring the safety of Vietnamese citizens in Kuwait and implementing the Action Plan for the period 2026-2030 in the direction of diversifying cooperation fields.
On this occasion, the Prime Minister respectfully conveyed the greetings of General Secretary To Lam and senior leaders of Vietnam to the King and leaders of Kuwait, and invited the Prime Minister of Kuwait to pay an official visit to Vietnam in 2026.
Faced with the complex developments in the Middle East, the Prime Minister expressed concern about the negative impacts on security and stability of the global economic and energy markets. The Prime Minister emphasized Vietnam's consistent stance that disputes must be resolved by peaceful means, through dialogue on the basis of international law, and at the same time wished for peace to be restored in the region soon.
Regarding economic cooperation, the Prime Minister proposed that the two sides continue to strengthen cooperation by accelerating the progress of FTA negotiations between Vietnam and the Gulf Cooperation Council (GCC), and further strengthen the connection between businesses of the two countries. The Prime Minister also proposed that Kuwait cooperate closely in ensuring energy security to cope with current challenges, contributing to stabilizing production and people's lives.
The Kuwaiti Ambassador shared that the King and leaders of Kuwait highly appreciated the official visit of Prime Minister Pham Minh Chinh to Kuwait in November 2025 and especially the two countries' upgrade of relations to a Strategic Partnership, creating an important shift in the relationship between the two countries; said that relevant ministries and sectors of the two countries are actively and effectively implementing the results of the visit.
In the current context, the Ambassador said that Kuwait has and will closely cooperate with Vietnam to ensure energy security, and affirmed that the Kuwaiti Government is making efforts to provide necessary support to Kuwaiti people and foreigners residing in Kuwait, including Vietnamese citizens. The Ambassador pledged to make efforts and actively act as a bridge to encourage Kuwaiti energy corporations and investment funds to strengthen their presence in Vietnam, contributing to making the Strategic Partnership between the two countries develop more substantively, effectively and reliably.
