According to VNA, at 0:00 on August 31, local time (ie 11:00 p.m. on August 30, Hanoi time), the plane carrying Politburo member and Prime Minister Pham Minh Chinh and the Vietnamese delegation arrived at Tan Hai airport, Tianjin city, began a working trip to attend the 2025 Shanghai Cooperation Organization (SCO) Summit and work in China.
Welcoming Prime Minister Pham Minh Chinh and the Vietnamese delegation at the airport were Chinese Minister of Transport Liu Wei; Chairman of the Standing Committee of the City People's Committee Tianjin-guyi; Vietnamese Ambassador to China Pham Thanh Binh; officials and staff of the Vietnamese Embassy in China and representatives of the Vietnamese community in China.

Attending the 2025 SCO Summit as a guest of the host country, Prime Minister Pham Minh Chinh will deliver an important speech at the Conference's Expanded Session to share Vietnam's achievements and orientations for socio-economic development; and at the same time express Vietnam's viewpoints and aspirations to promote cooperation for the goal of rapid and sustainable development.
Also within the framework of the SCO Summit, Prime Minister Pham Minh Chinh will have bilateral contacts with leaders of countries, international organizations, and large corporations to promote specific areas of cooperation, especially mobilizing resources to serve the country's development goals.
In bilateral activities with China, in the year of the 75th Anniversary of the Establishment of the two countries' diplomatic relations and the "Vietnam - China Humanitarian Exchange Year 2025," Prime Minister Pham Minh Chinh will have meetings with senior Chinese leaders to maintain high-level strategic exchanges, enhance political trust, concretize and effectively implement high-level common perceptions, especially agreements during mutual visits between the two General Secretaries.
The Prime Minister is also expected to have meetings with leaders, ministries, branches and enterprises of China to promote substantive cooperation between Vietnam and China, especially in areas of strategic cooperation between the two countries such as strategic infrastructure, trade, investment, science and technology, education and training, green transformation, digital transformation, security, culture, tourism, etc.
