Prime Minister names 6 ministries that have not submitted plans to cut and simplify administrative procedures

The Prime Minister requested the ministers of the 6 ministries to urgently complete the plan to cut and simplify administrative procedures, no later than August 15.

On August 5, the Government Office announced that Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 127/CD-TTg requesting ministries, branches and localities to focus on completing the reduction and simplification of administrative procedures (AP) and business conditions according to the assigned tasks in Resolution No. 66/NQ-CP.

According to the dispatch, provinces and cities have focused on implementing administrative procedures when arranging administrative units and implementing a 2-level local government organization model, with 3.4 million administrative procedures received and resolved in 34 provinces and cities in July 2025, including 2.5 million records at the commune level.

However, in addition to the achieved results, the implementation of tasks in the Resolutions of some ministries, branches and localities still has problems and limitations.

Of which, there are 6 ministries and ministerial-level agencies that have not submitted to the Prime Minister a plan to cut and simplify administrative procedures (the completion deadline according to Resolution No. 66/NQ-CP of the Government is before June 30, 2025).

The plan to cut business conditions of some ministries is expected to not achieve the target of a minimum cut of 30% according to the direction of the Politburo, General Secretary To Lam, the Central Steering Committee, the Government, and the Prime Minister.

The information systems of some ministries (such as civil status, business registration, business household, tax, alcohol, tobacco licensing, etc.) have not been promptly upgraded, connected, and shared data with the Information System for settling administrative procedures, ensuring that the implementation of administrative procedures does not depend on administrative boundaries within the provincial level;

The arrangement and assignment of cadres and civil servants to implement administrative procedures in some localities, especially at the commune level, is not scientific, does not meet the professional and technical requirements of the job position, and is slow to receive training and guidance.

To promptly, effectively and on schedule implement and achieve the goals of Resolution No. 66/NQ-CP, the Prime Minister requested to focus on a number of tasks:

For ministries and ministerial-level agencies that have not yet achieved the target of cutting at least 30% of business conditions: Ministers and heads of 6 ministries and ministerial-level agencies (Financial; Home Affairs; Justice; Health; Industry and Trade; State Bank of Vietnam) direct specialized agencies to focus on reviewing and cutting at least 30% of business conditions under their management.

Ministers and heads of 4 ministries and ministerial-level agencies: Science and Technology; Education and Training; Construction; The State Bank of Vietnam urgently supplements and completes the dossier to submit to the Prime Minister for approval of the plan to cut and simplify administrative procedures and business conditions in accordance with regulations.

Ensure the goals of reducing at least 30% of TTHC settlement time, 30% of TTHC compliance costs, and 30% of business conditions in accordance with the requirements of Resolution No. 66/NQ-CP. Complete by August 15, 2025 at the latest.

For ministries that have not submitted to the Prime Minister for approval of the cutting plan: Ministers of 6 Ministries: National Defense; Home Affairs; Justice; Finance; Health; Foreign Affairs urgently complete the plan to cut and simplify administrative procedures and business conditions to submit to the Prime Minister for approval, no later than August 15, 2025.

The Ministers of 8 Ministries: Public Security; Education and Training; Construction; Science and Technology; Agriculture and Environment; Finance; Culture, Sports and Tourism; Health urgently complete the updating and publicization of the results of synthesizing, statistics, reducing administrative procedures, business conditions, and costs of complying with administrative procedures under the management scope based on the national database on administrative procedures, to be completed no later than August 10.
