On August 4, Politburo member and Prime Minister Pham Minh Chinh - Head of the National Steering Committee for Semiconductor Industry Development - chaired the second meeting of the Steering Committee to propose tasks to promote the development of the semiconductor industry in the coming time.
The meeting was held directly at the Government Headquarters, online with the participation of some provinces, cities and universities, academies, and high-tech parks. The meeting was attended by leaders of universities, academies, high-tech parks, and technology corporations.
In his opening speech, Prime Minister Pham Minh Chinh emphasized that in the world, the semiconductor industry has developed in many countries, for many years, very rich, but also very complex. Each country has an orientation to develop the semiconductor industry, showing that the semiconductor industry has a mission and an important role.
Vietnam has been implementing many Resolutions, programs and plans for the development of the semiconductor industry, including Resolution 57 of the Politburo on the development of science, technology, innovation, digital transformation and Resolutions of the National Assembly and the Government related to the development of the semiconductor industry.

The Prime Minister said that in order to build an independent, self-reliant and proactive economy, actively integrating deeply, substantially and effectively into the international community, we need to promote improving labor productivity and effectively exploiting resources, including human resources.
Believing that the development of artificial intelligence based on Vietnam's data depends heavily on the semiconductor industry, the Prime Minister requested delegates attending the meeting to focus on analyzing and evaluating what has been done and what has not been done, causes and lessons to promote the development of the semiconductor industry.
Especially in human resource training, infrastructure development, investment attraction, resource mobilization, semiconductor ecosystem development... Proposing cooperation models between state entities, schools, and enterprises in developing the semiconductor industry, so that Vietnam can go out, take the lead, break through, and surpass in the semiconductor industry.
Because the development of the semiconductor industry is a process, the Prime Minister asked delegates to propose tasks and solutions in leadership and direction; call for and mobilize relevant entities, promote Vietnamese intelligence in design, production, assembly, packaging, and participation in the global production and supply chain of the semiconductor industry.
The head of the Government suggested that the delegates clearly identify which bottlenecks need to be removed; what motivations need to be promoted; solutions for coordination, creating a common strength of the whole country in developing the semiconductor industry.
The Prime Minister said that the development of the semiconductor industry is both an immediate and long-term, strategic task, so it is necessary to think deeply, do big, look far, look wide, in the spirit of "high determination, great efforts, act decisively, work that is done, with focus and key points", assigning "clear people, clear work, clear time, clear results, clear responsibilities, clear authority".
Leaders of ministries, branches, localities, enterprises, experts, managers, and scientists focused on in-depth discussions to promote the development of the semiconductor industry, create motivation, inspire, and contribute to the whole country in achieving the growth target of 8.3 - 8.5% this year and 2 digits in the following years.
