On the morning of September 29, at Xeo hamlet, Cao Son commune, Da Bac district, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Hoa Binh - Moc Chau Expressway Project (Km19+000 - Km53+000 section through Hoa Binh province).
Accordingly, Hoa Binh province was assigned by the Prime Minister to implement the Hoa Binh - Moc Chau Expressway Project with a length of about 34km, total investment of 9,997 billion VND, invested by the Hoa Binh Provincial Traffic Construction Investment Project Management Board.
The starting point of the project is at Km19+000 in Da Bac town; the end point is at Km53+000 in Chieng Yen commune, Van Ho district, Son La. The site clearance phase is completed with a scale of 4 lanes with a total area of about 354.37 hectares, the project implementation period is from 2022 - 2028.
The project contractor is the Joint Venture Vinaconex - VNCN E&C Construction and Engineering Investment Joint Stock Company - 479 Hoa Binh Joint Stock Company.
On the highway, there is 1 bridge over the Da River, 3 tunnels through the mountain, planned interchanges and direct connections, and overpasses with 50m high axles to ensure safety and convenience.
Giving the groundbreaking order, Chairman of the People's Committee of Hoa Binh province Bui Van Khanh emphasized that the investment in the construction of the Hoa Binh - Moc Chau expressway will contribute to attracting investment in the localities through which the route passes, with the highlight being the Hoa Son bridge project with a length of about 1.2km, the largest cable-stayed main span in Vietnam at 550m long.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that the Hoa Binh - Moc Chau expressway will be the premise for the formation of the Hoa Binh - Son La - Dien Bien expressway; combined with the external traffic network of Son La province with Hoa Binh province and the Northwestern provinces with the capital Hanoi (via the Hoa Lac - Hoa Binh expressway) to create an expressway axis connecting the Northwestern region with the Northern economic region, connecting to the Northeastern border gate and Lach Huyen international seaport, reducing the load on National Highway 6.
The Prime Minister also shared that the groundbreaking is just the beginning. Authorities at all levels of Hoa Binh province need to create favorable conditions for contractors to carry out construction, especially in site clearance.
In addition, Prime Minister Pham Minh Chinh requested Hoa Binh province to improve the investment and business environment, create openness, and quickly resolve administrative procedures for investors and enterprises during construction. Focus on taking care of stable accommodation, arranging jobs and living conditions for people who have handed over land for the project.
At the same time, it is proposed to shorten the project construction time by 1 year, complete by December 31, 2027 and immediately build the project's phase 2 plan, expanding it to 4 lanes.
