In just a few days, the groundbreaking ceremony of the Hoa Binh - Moc Chau expressway, the section passing through Hoa Binh province, will take place.
On September 25, according to the reporter's records, at Seo hamlet (Cao Son commune, Da Bac district) - the location chosen to hold the groundbreaking ceremony of a key project worth nearly 10,000 billion VND, all preparations for the groundbreaking ceremony have been basically completed.
Speaking to reporters, Mr. Nguyen Thanh Tuan - Vice Chairman of Da Bac District People's Committee - said that regarding site clearance, the district has advanced the construction unit over 500m of clean site length to serve the groundbreaking ceremony.
According to Mr. Tuan, the project groundbreaking ceremony will be held this September.
According to the leader, for the first 8km, the district has completed the measurement, counting and posting of compensation areas for the people. However, there are still some difficulties in compensation prices due to some changes in the new Land Law that will take effect from August 1, 2024.
"Currently, the Standing Committee of the Hoa Binh Provincial Party Committee has a policy to allow the extension of the use of the old land price list of Hoa Binh province, which was previously issued by the Provincial People's Council. From there, there will be a basis for calculating compensation for people in the soonest time," said Mr. Tuan.
According to information from the People's Committee of Hoa Binh province, the Hoa Binh - Moc Chau expressway project (section from Km19+000 - Km53+000 in Hoa Binh province) has a construction scale of 34km long road. The total investment is 9,997 billion VND.
This is a project identified by the two provinces of Hoa Binh and Son La as a key project, needing to speed up progress this year.
In Hoa Binh province, the total length is 34 km, of which 21 km passes through Da Bac district with 88 households in the communes of Cao Son, Tien Phong, Tu Ly and Da Bac town affected in terms of housing and land.
The project starts at Km 19+00 before the intersection with the project to build a road from Da Bac town to Thanh Son (Phu Tho), connecting with the section Km0 - Km19 of the Hoa Binh - Moc Chau highway (in Da Bac town, Da Bac district). The end point is at Km 53+00, connecting with the project to invest in building a road from Hoa Binh to Moc Chau in Son La province (in Chieng Yen commune, Van Ho district).
The project's objective is to complete the connection between Hoa Binh - Moc Chau Expressway (Son La province), thereby creating the premise to complete the CT.03 Expressway (Hoa Binh - Son La - Dien Bien) according to the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister.
On September 18, the Management Board of Investment and Construction Projects of Traffic Works of Hoa Binh province decided to approve the results of contractor selection for Package XL-1, belonging to the Hoa Binh - Moc Chau Expressway project (section from Km19+000 - Km53+000 in Hoa Binh province with a winning bid price of over 1,500 billion VND.
The winning bidder is the consortium of VNCN E&C Construction and Engineering Investment Joint Stock Company - Vietnam Construction and Import-Export Joint Stock Corporation - Hoa Binh 479 Joint Stock Company.
Package XL-01 will construct and install (including survey and design of the technical infrastructure) the foundation, road surface and works on the route from Km19+000 - Km40+750 (except for 02 tunnel works and foundation, road surface and works on the route from Km34+990 - Km37+87,870 and the section from Km37+798,400 - Km38+911,540).
The package implementation time is 1,079 days.
