In which, the construction of the section from the intersection of National Highway 37 to the intersection of National Highway 3B (22km long) passing through Tuyen Quang province must be completed with a scale of 4 lanes. At the same time, technical infrastructure works (residential roads, underpasses, underground works) in the section with 2 lanes must be adjusted in design, synchronized, minimizing demolition and generating large construction volume when expanding to 4 lanes in phase 2.

Regarding ensuring the project's completion schedule, the Deputy Prime Minister of the Government requested Tuyen Quang and Ha Giang provinces to map out the progress; make efforts, reach consensus, and be highly determined; mobilize the entire political system to join forces, work together, and stand side by side with contractors to strive to achieve the set goals.
