Adjusting the scale of the entire Tuyen Quang - Ha Giang expressway to 4 lanes

On September 24, Member of the Party Central Committee, Deputy Prime Minister of the Government Tran Hong Ha chaired a meeting with leaders of Tuyen Quang province and a number of relevant ministries and branches on the proposal to adjust the investment policy of the Tuyen Quang - Ha Giang expressway project (phase 1), the section passing through Tuyen Quang province.

According to the approved investment policy, the Tuyen Quang - Ha Giang expressway project (phase 1), the section through Tuyen Quang province has a length of 77km, of which 69.7km will be newly built with an investment scale of 2 lanes, a design speed of 80km/h, site clearance for 4 lanes, with a total investment of 6,800 billion VND.

Up to now, Tuyen Quang province has cleared 82% of the land with a scale of 4 complete lanes; construction has reached over 12% of the total construction volume of the entire route, ensuring the completion of the project by the end of 2025. However, to promote investment efficiency, connect with important routes serving the economic development of the locality and region, Tuyen Quang province has proposed to adjust the project investment policy for the section passing through Tuyen Quang province. Accordingly, the section from the intersection of National Highway 37 to the intersection of National Highway 3B (22km long) will be expanded to 4 lanes, with a design speed of 100km/h. The remaining section will continue to be implemented according to the approved project documents.

Concluding the meeting, the Deputy Prime Minister of the Government stated that the Prime Minister has given consistent instructions on investing in completed 4-lane expressways to ensure technical safety, economic efficiency, and investment efficiency. In addition, the National Assembly has decided to add additional capital for the Tuyen Quang - Ha Giang expressway project (phase 1) from the increased central budget revenue in 2023. Therefore, adjustments to the investment policy, scale, and design of the project need to be made.

Deputy Prime Minister of the Government assigned the Office of the Government, the Ministry of Planning and Investment to coordinate with Tuyen Quang and Ha Giang provinces, and a number of relevant ministries and branches to advise the Prime Minister to issue a document directing and assigning authority to the two provinces of Tuyen Quang and Ha Giang to decide on adjusting the investment policy and technical design for the project in the direction of adjusting the scale of the entire route to 4 lanes. In which, the construction of the section from the intersection of National Highway 37 to the intersection of National Highway 3B (22km long) passing through Tuyen Quang province must be completed with a scale of 4 lanes. At the same time, technical infrastructure works (residential roads, underpasses, underground works) in the section with 2 lanes must be adjusted in design, synchronized, minimizing demolition and generating large construction volume when expanding to 4 lanes in phase 2.

Regarding ensuring the project's completion schedule, the Deputy Prime Minister of the Government requested Tuyen Quang and Ha Giang provinces to map out the progress; make efforts, reach consensus, and be highly determined; mobilize the entire political system to join forces, work together, and stand side by side with contractors to strive to achieve the set goals.
