Prime Minister sets deadline for completing the campaign to build 100 schools in 100 border communes

The Prime Minister requested that the campaign to build 100 schools in 100 border communes must be completed by August 30, 2026 at the latest, with a spirit of speed and boldness.

On July 28, the Government Office announced that Politburo member and Prime Minister Pham Minh Chinh had just chaired a meeting on the evening of July 27 on implementing the Politburo's Conclusion and the direction of General Secretary To Lam on the investment policy for building schools for border communes.

According to the report of the Ministry of Education and Training, after the arrangement of administrative boundaries, the whole country has 22 provinces and cities with land borders, with a total of 248 land border communes.

According to statistics from localities, in these 248 communes, there are 956 general schools with a scale of 625,255 students. The total number of students with boarding and semi-boarding needs according to preliminary statistics is 332,019 students, but only nearly 59,000 students are studying at 22 ethnic boarding schools and 160 ethnic boarding schools.

Currently, boarding and semi-boarding students are allowed to study, live at school and enjoy State policies (average about 23 million VND/ boarding student, 16 million VND/ boarding student per year).

Thus, there are about more than 273,000 students (43.7% of the total number of students) in need but have not studied at boarding and semi-boarding schools, and are currently studying at high schools.

The Ministry of Education and Training proposed to invest in building new and renovating boarding schools in 248 communes with a system of facilities that fully and synchronously meet the learning, boarding and semi-boarding needs of students and teachers.

The implementation period is from 2025-2027. The main source of investment capital for construction includes the central budget, the rest is the local budget and other legal resources.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that this is a big and important decision, and must be urgently organized for successful and meaningful implementation.

The Prime Minister requested that the campaign to build 100 schools in 100 land border communes must be completed by August 30, 2026 at the latest, with a spirit of speed and boldness.

After completing this phase, a preliminary review will be conducted, both working and drawing experience, gradually expanding, not being perfectionist, not hasty, completing the entire program.

The Prime Minister assigned the Ministry of Education and Training to absorb opinions at the meeting, collect opinions from ministries, branches and localities, complete the draft Resolution of the Government on this content, and submit it for promulgation before August 10, which stipulates mechanisms and policies such as flexible forms of bidding, bidding designation, assignment of work...

The People's Committees of provinces and cities must plan and find locations with suitable areas (5-10 hectares), ensure convenient transportation, electricity, water, and telecommunications infrastructure and call on people to donate land.

The Ministry of Construction designs the classroom model in an open, diverse direction, suitable to the conditions and cultures of regions, localities, construction sites, making the most of natural conditions, paying attention to the ability to respond to natural disasters, climate change and full functions.

The Prime Minister noted the need to mobilize the combined strength of the entire political system, the participation of the military, police, the Fatherland Front, and socio-political organizations.

The Prime Minister stated that state resources are the main source, the Ministry of Finance balances, arranges and mobilizes capital; at the same time, mobilizes people to donate land to build schools, mobilizes the cooperation and help of society, businesses, and philanthropists, with the spirit of "whoever has something to help others, whoever has meritorious services to help others, whoever has property to help others, whoever has a lot to help a lot, whoever has little to help a little".
