The Government Office issued Document No. 6990/VPCP-CN dated July 28, 2025, conveying the opinion of Prime Minister Pham Minh Chinh, assigning the Minister of Industry and Trade to direct the overcoming of bottlenecks affecting sustainable smart manufacturing in Vietnam.
Previously, the Government Electronic Information Portal reported on information, press and public opinion related to direction and operation, including information on barriers and shortcomings affecting sustainable smart manufacturing in Vietnam.
The article quoted Mr. Nguyen Quan - former Minister of Science and Technology - as saying that Vietnam needs to prioritize automation, artificial intelligence (AI) and big data to achieve the goal of smart and green production.
However, there are three main barriers that are hindering this process.
First, the lack of a quality data platform. AI only promotes efficiency when there is complete and accurate data.
Second, small and micro enterprises are limited in capital and human resources, most of them import machinery and cannot master technology, improve or create smart systems themselves.
Third, policies are not yet synchronous and support is not strong enough, many procedures related to taxes, land, and credit are complicated; businesses lack preferential mechanisms to control and develop core technologies under their own management.
Therefore, the leading role of the State is very important, especially in the private sector that cannot or cannot be done.
Regarding the above issue, Prime Minister Pham Minh Chinh assigned the Minister of Industry and Trade to direct the overcoming of these bottlenecks, and report to the Prime Minister before August 5, 2025 on major directions for overcoming.
