On the afternoon of October 25, in Hanoi, within the framework of the Opening Ceremony of the United Nations Convention against Cybercrime, a High-level Discussion Session was held co-chaired by Deputy Prime Minister Bui Thanh Son and Ms. Ghada Waly - Executive Director of UNDOC; with the participation of Politburo member, Prime Minister Pham Minh Chinh, Secretary General of the United Nations Antonio Guterres, leaders of State, Government and representatives of more than 110 countries; and many international and regional organizations.
Speaking at the Discussion Session, Prime Minister Pham Minh Chinh called on countries to join hands to implement the spirit of "5 Strengthens":
First, promote international cooperation, establish a close network of partners between countries, international organizations and large technology corporations.
Second, promote the completion of the national legal framework in accordance with the Convention.
Third, promote investment cooperation in cybersecurity technical infrastructure.
Fourth, promote the development of specialized human resources, improve the capacity to investigate, respond to and handle cybercrime.
Fifth, promote participation in the international legal framework on cyberspace.
According to the Prime Minister, the spirit of "5 Accents" will be a common call for action of the times so that the Hanoi Convention will truly become a source of inspiration for global cooperation, the common trust and responsibility of humanity in protecting the digital future.
After the Prime Minister's opening speech, representatives of 18 countries spoke. Countries highly appreciate Vietnam's leadership and guidance role through the initiative of hosting the signing ceremony; expressed their determination to act together to bring the Convention into life and effectively and fully implement it.
Notably, in the message sent to the Discussion Session, the Russian President congratulated the United Nations members for their solidarity and consensus on the adoption of a generally accepted international treaty on the fight against cybercrime, emphasizing "Russia is always ready to cooperate closely with the international community" in this field.
The Vice President of Ecuador said that technological development needs to go hand in hand with promoting human security, human rights and humanity.
The Speaker of the Uzbekistan's House of Representatives said that the strong development of digital technology, artificial intelligence and cryptocurrency has opened up many opportunities for social and economic progress, while creating many new forms of crime, affecting the financial system, critical infrastructure, personal data and human rights, calling for cybersecurity to be an essential part of national security.
The Polish Deputy Prime Minister called on countries to continue to maintain consensus in developing supplementary protocols, cooperation in capacity building, support in responding to cybercrime in a sense of responsibility, solidarity and based on rule of law.
The Cambodian Deputy Prime Minister affirmed his commitment to building cybersecurity capacity, protecting citizens from cyber threats and cooperating with the private sector.
Australia has committed to investing $83.5 million in the Cyber Security Program in Southeast Asia and the Pacific.
