On October 18, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to work with associations, associations and enterprises on removing difficulties and obstacles in product and goods standards and regulations.
Concluding the meeting, the Prime Minister requested the Ministry of Science and Technology to preside over and coordinate with the Ministry of Justice, the Ministry of Agriculture and Environment, the Ministry of Health, relevant ministries and agencies to carefully review current legal regulations to ensure the unity and synchronization of laws related to standards and regulations.
The Ministry of Science and Technology shall preside over and submit to the Government to promptly issue a decree guiding the implementation of the Law on Technical Standards and Regulations and the Law on Product and Goods Quality. The Prime Minister noted that when there are international standards, research, application and public announcement are required; regulations on traceability in a public and transparent manner.
Relevant ministries and branches urgently review current national technical regulations (about 824 regulations), classify according to the risk level of products and goods to adjust, amend or abolish them to suit the actual situation.
The Prime Minister stated that standards and regulations must be announced first for businesses to base on them; there must be a unified and standard tool, but there must be strong post-inspections, reduced pre-inspections, reduced input costs, and compliance costs for people and businesses.
In which, what needs to be controlled must be controlled such as medicine, food related to people's lives and health, spirit is not loose but not too strict, must ensure safety, health and life for people.
Take measures to reduce administrative procedures, decentralize and delegate authority, promote the mobilization of social resources, and enhance socialization.

The Prime Minister assigned the Ministry of Agriculture and Environment to review and propose amendments to specialized laws such as the Veterinary Law, the Veterinary Law, the Crop Law, the Fisheries Law, etc. to eliminate overlapping procedures.
Unify and simplify the procedure for declaring compliance with veterinary drugs and animal feed, study and remove regulations on declaring compliance with animal feed accordingly. Urgently complete regulations on management and traceability through digital transformation.
Amend National Technical Regulations, issued in the fourth quarter of 2025, to regulate the application of certification of advanced management systems in the world such as ISO 22000s, GMPs, HACCPs... for eligible products and goods that do not need to take samples to analyze indicators, in order to both ensure product quality and reduce administrative burdens for businesses.
The head of the Government assigned the Ministries of Construction, Industry and Trade, Health, and Finance to closely coordinate, ensuring the amendment of standards and regulations on quality management is unified, transparent, fair, and does not create unnecessary technical barriers, does not create "sub-licenses" affecting people and businesses.
The Prime Minister requested to promote reforms, reduce administrative procedures, promote decentralization and delegation of power along with resource allocation, improve implementation capacity, strengthen supervision and inspection.
Strictly handle violations, especially violations in the field of food safety and medicine; strictly handle cadres, civil servants and public employees who lack a sense of responsibility, are insensitive to the difficulties and problems of businesses and people and allow the circulation of goods, especially food and medicine that do not meet standards.
