Politburo member and Prime Minister Pham Minh Chinh has just signed Decision 1186/QD-TTg dated June 19, 2025 approving the list of members of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.
Accordingly, Prime Minister Pham Minh Chinh is the Head of the Steering Committee.
The Deputy Heads of the Committee include Deputy Prime Minister Nguyen Chi Dung (Standing Deputy Head of the Committee) and Minister of Finance Nguyen Van Thang.
In addition, there are Steering Committee members in ministries, branches and central levels.
This Decision updates the list of members specified in Article 1 of Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister establishing the National Steering Committee for the implementation of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development and takes effect from June 19, 2025.
Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW on private economic development, has just signed Decision No. 76/QD-BCDQGTKNQ promulgating the Working Regulations of this Steering Committee.
This Regulation stipulates the principles, tasks, powers, working regime and working relationships of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development (hereinafter referred to as the Steering Committee).
The Steering Committee has the function, tasks and powers to assist the Prime Minister in researching, advising, recommending, and proposing directions and solutions to solve important, inter-sectoral issues on private economic development.
Assist the Prime Minister in directing and coordinating ministries, ministerial-level agencies, agencies under the Government and relevant agencies and organizations in resolving important, inter-sectoral issues on private economic development.
Direct ministries, branches and localities to organize the implementation of Resolution No. 68-NQ/TW to ensure the achievement of the set goals.
Heads of the Steering Committee, Deputy Heads of the Steering Committee and members of the Steering Committee work on a part-time basis.
The Steering Committee works on the principle of concentration, democracy, public discussion, ensuring unified direction, promoting the responsibility of the Head of the Steering Committee.
The Head of the Steering Committee is the final decision maker for the issues of the Steering Committee; the Deputy Heads of the Steering Committee are allowed to decide on a number of specific issues according to the assignment and authorization of the Head of the Steering Committee.
The Steering Committee members are responsible for implementing assigned work and proactively directing competent authorities to implement tasks in assigned sectors and fields of state management.
The Head of the Steering Committee shall chair meetings as planned and convene extraordinary meetings when necessary. The head of the Steering Committee can authorize the Deputy Head of the Steering Committee to chair meetings to discuss and decide on a number of specific issues under the responsibility of the Steering Committee.
The Steering Committee members are responsible for attending all meetings of the Steering Committee; in case they are busy with other important tasks and cannot attend the meeting, they must report to the Head of the Steering Committee and authorize the competent representative to attend the meeting; the opinions of the meeting participants are the official opinions of the Steering Committee members.
