On the evening of March 8, the opening ceremony of the 2026 Ban Flower Festival took place in Dien Bien province. Attending were Prime Minister Pham Minh Chinh; along with representatives of central ministries and branches and leaders of many localities across the country...
Speaking at the Opening Ceremony, Mr. Tran Tien Dung - Secretary of Dien Bien Provincial Party Committee affirmed that Dien Bien is a land of crystallization of history, culture and unique nature. This place marks the glorious Dien Bien Phu Victory, shaking the earth, a bright milestone in the nation's history.
This place also owns famous scenic spots such as Muong Thanh valley, Muong Phang forest, Him Lam, Hong Cum relics, and villages imbued with the identity of 19 brotherly ethnic groups" - Mr. Tran Tien Dung said.

For many years, Ban flowers have become a symbol of the Northwest mountains and forests, a symbol of purity, loyalty and the aspiration to rise up of Dien Bien people.
Each flower blooming season is also when Dien Bien opens its arms, welcoming friends from all directions to the heroic and culturally rich historical land.

Speaking at the Opening Ceremony, Prime Minister Pham Minh Chinh emphasized that the province has paid attention to preserving and promoting the cultural identity of ethnic groups, organizing many unique cultural and tourism activities, including the annual Ban Flower Festival - a bridge connecting the heroic history of the nation with the endless vitality of nature.
The Prime Minister affirmed that the Ban Flower Festival is not only a unique cultural and tourism event of Dien Bien province, but also a space to connect and honor the good traditional cultural values of ethnic groups in the Northwest region in the rich national identity, unity, and diversity of the community of 54 brotherly ethnic groups.
At the same time, the Prime Minister requested all levels and sectors to pay attention, closely coordinate, and support Dien Bien province in promoting socio-economic development, especially building breakthrough mechanisms and policies in mobilizing resources, planning, investing in infrastructure development, heritage preservation and sustainable cultural and tourism development; attracting businesses and investors to accompany Dien Bien.


Immediately after the opening ceremony was the art program with the theme "Ban Flower - Dien Bien Aspiration", the program contributed to honoring the beauty of ban flowers, a typical flower of the Northwest mountains and forests.
Previously, on the afternoon of March 8, Prime Minister Pham Minh Chinh had a working session with Dien Bien province on the situation of implementing socio-economic development tasks to ensure national defense and security in 2025; the first 2 months of 2026 and tasks and solutions for implementation in the coming time.

Proposing at the working session, Dien Bien province proposed that the Prime Minister and the Ministry of Industry and Trade consider adjusting and supplementing to Power Plan VIII, implemented in the period 2025-2030 for the province with a total additional capacity target of 9,138 MW.
Pay attention to supporting the province with resources to accelerate the progress of early construction and completion of 500 kV substation projects and 500 kV Dien Bien - Lai Chau power lines, to be completed before the second quarter of 2027.
Regarding the investment project for the Son La - Dien Bien - Tay Trang Border Gate expressway section, Dien Bien province proposed that the Prime Minister pay attention to considering assigning the Dien Bien Provincial People's Committee as the managing agency to invest in the Son La - Dien Bien expressway section project in the form of public investment, to be completed in the 2026-2030 period.
Prioritize allocating 21,828 billion VND from the central budget capital for the 2026-2030 period to implement the project; and at the same time approve the appraisal of capital sources and the ability to balance capital exceeding the limit according to regulations.

Concluding the working session, Prime Minister Pham Minh Chinh requested the province to focus on agricultural restructuring, developing advantageous crops such as macadamia and coffee in the direction of commodity production, associated with processing and the market.
